DISTINGUISHING CHARACTERISTICS:
This position differs from the Police Academy Coordinator in that it assumes full responsibility for program leadership, curriculum development, and regulatory compliance at the Academy.
ESSENTIAL FUNCTIONS:
Duties include but are not limited to:
Program Leadership:
• Plans, develops, and implements the Academy's instructional programs and activities.
• Ensures compliance with POST regulations, Title V, and other applicable laws.
• Conducts program analysis and participates in strategic and long-range planning.
• Assists with hiring, training, and evaluating staff.
• Curriculum Development & Compliance: *
• Oversees Police Academy curriculum updates to align with POST learning domains and law enforcement training needs.
• Ensures instructional methods, assessments, and scenario testing meet accreditation standards.
• Works with administration to schedule credit, non-credit, and contract education courses.
Operational Management:
• Develops short- and long-term plans, annual goals, and budget management strategies.
• Monitors enrollment trends and recommends course adjustments as needed.
• Ensures a safe and effective training environment for students.
Regulatory Compliance & Accreditation:
• Administers external accreditations and ensures compliance with state, federal, and local regulations.
• Maintains records and documentation in accordance with POST standards.
Community & Industry Engagement:
• Serves as a liaison to local, state, and federal public safety agencies.
• Works with advisory boards, educational institutions, and workforce development initiatives to enhance training opportunities.
• Committee & Participatory Governance: *
• Represents the Academy in various committees, task forces, and community meetings.
QUALIFICATIONS
Knowledge of:
• Law enforcement education principles, including curriculum development and training methodologies.
• POST regulations, Title V, and other applicable laws governing community college police academies.
• Budget and resource management.
• Educational program assessment and improvement strategies.
• Effective training, supervision, and personnel management techniques.
Skills in:
• Supervising, training, and evaluating staff.
• Developing, implementing, and managing law enforcement training programs.
• Interpreting and applying POST and Title V regulations.
• Establishing strong relationships with law enforcement agencies and advisory boards.
• Communicating effectively, both verbally and in writing.
• Using computers, common software, and database programs
Minimum Qualifications
Pursuant to POST Commission Regulation 1059:
• Law Enforcement Basic Course Academy Director shall have two-years sworn, full-time, first-level supervisory law enforcement experience (most commonly at the rank of sergeant or above).
• POST Academy Instructor Certification Course or ability to obtain certification within six-months of hire.
Pursuant to Government Code section 1029:
• Applicant shall not have been disqualified from eligibility to be a peace officer.
DESIRABLE QUALIFICATIONS
• Any bachelor’s degree or higher and two years of professional experience, or any associate’s degree and six years of professional experience directly related to the assignment.
• Prior experience working in a police academy or community college environment.
• Prior teaching experience
• POST Instructor Development Institute Levels I through IV
• Prior experience using Microsoft 365 suite, Adobe, and Canvas Learning Management System
• Prior experience using proprietary databases including Banner (budget) and eLumen (curriculum)

Environmental Conditions:
• Exposure to computer screens, noise, electrical energy, and outdoor conditions
• Extensive contact with faculty, staff, and students
Physical Conditions:
Employees work under typical office conditions as well as performing oversight of outdoor activities. Employees experience constant interruptions. Noise levels may vary depending on activities of the office, division, or department. Occasional exposure to chemical and solvents, fumes, and working around or with automobiles and equipment.
