Duties and Responsibilities
- Serves as CTAHR Chief Fiscal Administrator. Provides professional fiscal support and responsible for providing solutions on a wide range of fiscal activities and unique situations due to agricultural nature and state-wide distribution of programs/staff.
- Serves as chief resource support for providing broad knowledge of theories, concepts and principles of fiscal management to serve the mission, objectives and current issues of CTAHR; serves units statewide.
- Responsible for assigning, coordinating, providing training for and reviewing the work of subordinates; responsible for evaluating performance and takes corrective action as necessary.
- Comprehensive knowledge of sponsored project research administration to ensure compliance with applicable UH, RCUH, State, and Federal policies, regulations, laws, and collective bargaining agreements.
- Responsible for the oversight/management/distribution of all awarded extramural funds, appropriated institutional funds, and appropriated federal formula funds associated with being the Land Grant College for the State of Hawai`i.
- Responsible for identification of potential fiscal issues. Provides evaluation/synthesis of data, advising, and alternate solutions and/or recommendations to the unit heads.
- Develops/improves necessary internal policies, procedures, systems and controls to increase effectiveness and efficiency of CTAHR fiscal operations. Makes recommendations, conducts reviews/audits in support of programs, counties, departments, and units.
- Responsible for developing and conducting college-wide training of all administrative/support staff and applicable faculty/PI located statewide – O`ahu, Kaua`i, Moloka`i, Maui, and Hawai`i Island on UH, RCUH, and CTAHR fiscal standards and procedures.
- Coordinates and/or oversees the preparation and/or analysis of budgets for sponsored project research administration purposes.
- Resolves complaints on operational and administrative matters in accordance with current policies, procedures, and directives as required.
- Develops and presents special written or oral reports and makes recommendations to management and/or other personnel as requested.
- Represents the college on committees relating to fiscal policies, special projects, and development of university-wide fiscal management systems/forms/policies/procedures.
- Serves as subject matter expert responsible for reviews, analysis, evaluation and recommendations pertaining to sponsored project research administration that can/will have significant impact on CTAHR.
- Serves as main point of contact for all fiscal audits and reviews conducted in CTAHR and supervises or conducts the preparation of audit responses.

Job Type: Full-time
Pay: $76,812.00 - $194,808.00 per year
