Primary Purpose:
The Director of Federal and State Programs oversees the administration, implementation, and compliance of federal and state-funded programs, including Title I, Title III, State Compensatory Education (SCE), Homeless Support Services, and Pregnancy-Related Services (PRS). This role ensures that all federal and state guidelines are met, provides ongoing training and support for district and campus staff, monitors program effectiveness, and fosters continuous improvement in student services. The Director is the primary liaison for compliance audits and reviews for their respective programs, collaborating with campus leadership, counselors, and other district personnel to enhance student outcomes.

Education/Certification:
Master’s Degree in Education, Educational Administration, or related educational field required
Administration Certification
Special Knowledge/Skills:
- Knowledge and understanding of Chapter 89 compliance
- Demonstrated knowledge of regulations and compliance standards in federal and state education programs, particularly Title I, Title III, SCE, Homeless Services, and PRS
- Skills in implementing, monitoring, and evaluating educational programs, especially those focused on producing high-quality outcomes for historically disadvantaged students
- Knowledge of budgeting and fiscal management related to grant-funded programs
- Ability to organize and coordinate district-wide programs
- Knowledge of curriculum design and implementation
- Ability to evaluate instruction programs and teaching effectiveness
- Strong organizational, communication, and leadership skills
- Ability to develop and deliver training to adult learners
Experience:
Five years of teaching experience
Three years of campus administrative experience
Major Responsibilities and Duties
Federal Programs Administration and Compliance
- Oversee the submission, monitoring, and compliance for Title I and Title III of the ESSA grant.
- Stay informed of federal and state education legislation, interpreting, and advising on its impact on designated programs.
- Ensure the programmatic and fiscal alignment of Title I initiatives with the district’s Comprehensive Needs Assessment (CNA), District Improvement Plan (DIP), and Campus Improvement Plans (CIP).
- Provide ongoing training and support for Title I principals to ensure effective implementation and compliance.
- Collaborate with Title I campuses and district entities and ensure compliance with federal and state parent engagement requirements.
- Monitor Title I budgets, expenditures, and documentation to ensure compliance with federal regulations and district policy.
- Maintain Title I Program Handbook and Title I Crate to ensure maintenance of program information and compliance documentation.
- Conduct administrative meetings and applicable trainings for Title I with principals, secretaries, and other personnel.
- Conduct routine visits to Title I campuses to gather input and provide feedback and support on program implementation.
- Ensure the annual inventory of equipment and materials purchased with Title I and Title III funds.
- Collaborate with Curriculum Coordinators and other program directors to ensure opportunities for continuous academic improvement for students.
State Compensatory Education (SCE) Programs
- Develop, implement, and monitor State Compensatory Education (SCE) programs and services, ensuring they align with state requirements and district goals.
- Provide ongoing training and support to campus administrators, counselors, and registrars on at-risk student identification and SCE PEIMS coding requirements.
- Ensure the inclusion of SCE-related goals and actions in the district and campus improvement plans.
- Submit required campus and district improvement plans to the Texas Education Agency in a timely manner.
- Collaborate with district and campus leadership to develop and implement strategies to address the needs of at-risk students, including accelerated instruction, credit retrieval, and other interventions.
- Monitor the spending of SCE funds to ensure compliance with state funding requirements and the Texas Education Agency Financial Accountability System Resource Guide (FASRG).
- Ensure that SCE funds are used to provide support for students at risk of dropping out of school or for students who are not performing satisfactorily in an academic setting.
- Monitor compliance with SCE documentation requirements and annually evaluate the effectiveness of SCE services.
Homeless Support Services
- Act as the federally mandated McKinney-Vento Liaison for the District.
- Provide professional development for district and campus staff on the McKinney-Vento Homeless Assistance Act and district homeless support services.
- Ensure students experiencing homelessness are appropriately identified, coded in PEIMS, and receive the required services in compliance with the McKinney-Vento Act.
- Maintain appropriate documentation required for federal and state compliance.
- Ensure the district complies with federal and state requirements for students experiencing homelessness, including enrollment procedures, Welcome Packets, and Enrollment Conferences.
- Provide oversight for services to homeless students, particularly at the high school level, ensuring their academic success and credit recovery.
- Develop and maintain a district website dedicated to information and resources for students and families experiencing homelessness.
Pregnancy Related Services (PRS)
- Provide oversight and support for PRS personnel, including PRS nurses, homebound teachers, and the PRS liaison.
- Develop and maintain a district website page for PRS program information, ensuring that students and families have access to resources and support services.
General Responsibilities
- Oversee the district School Health Advisory Committee (SHAC).
- Oversee the district Instructional Materials Allotment (IMA) Committee.
- Monitor and ensure compliance with all relevant federal and state guidelines, regulations, and policies for each program of responsibility.
- Develop and implement professional development programs for district and campus personnel to enhance understanding and compliance with federal and state program requirements.
- Coordinate and participate in district-wide audits and reviews of federal and state-funded programs.
- Collaborate with various departments, including Teaching and Learning, to ensure that Title I, Title III, SCE, Homeless Support Services, and PRS goals are aligned with district priorities.
- Work with administration to analyze and evaluate the effectiveness of all related programs based on evaluative findings (including student achievement data) and provide necessary recommendations.
- Maintain up-to-date knowledge of changes in federal and state policies related to student services and funding.
- Compile, maintain, and file all reports, records, and other documents required, including mandatory financial reports to the Texas Education Agency.
- Comply with policies established by federal and state law, State Board of Education rules, and the local board policy.
- Assume responsibility for own professional development by keeping current with literature, new research findings, and improved techniques in implementing programs, which include attending appropriate professional meetings and evaluating new instructional methods and programs for possible appropriateness and effectiveness of use with Federal programs.
- Attendance at regularly scheduled meetings of the Board of Trustees.
- Perform other duties as assigned by the Superintendent that are consistent with the general requirements and qualifications for the position.

Supervise and provide feedback regarding the performance of the administrative assistant to the Director of Federal and State Programs.
