POSITION SUMMARY: The Research and Evaluation Officer leads internal and external evaluation activity for the Postsecondary Regional Equity on the Peninsula (PREP) project in the Northwest Coastal Region for College Success Foundation (CSF); PREP is a strategic regional partnership project focused on increasing high school-to-college enrollment rates for CSF mission populations on the Olympic Peninsula. This role supports the development and execution of PREP project strategy particularly in the areas of data collection and analysis, while contributing to CSF's role as a college access thought leader.
Due to the frequency of in-person meetings with PREP project partners, there is a preference for prospective candidates to live on or near the Olympic Peninsula.
PRIMARY DUTIES AND RESPONSIBILITES

- Partners with the AVP of Research, Evaluation & Learning (REL), the Executive Director of the Northwest Costal Region, and community partners with PREP to implement a comprehensive evaluation framework that provides rigorous data to inform and understand the progress and impact of PREP.
- Supports PREP Program evaluation strategy through construction and management of logic models, theories of change, and evaluation plans.
- Develops processes and procedures in concert with the PREP Program team to consistently, accurately, and efficiently collect critical student-level outcome data.
- Collaborates with CSF CRM and Programs team members to develop and implement instruments and processes related to data collection, analysis, and reporting for the PREP project.
- Participates in evaluation projects undertaken by the REL team, assisting in the completion of research and evaluation activity and the delivery of related deliverables back to the AVP of Research & Evaluation, Program Teams or Senior Leadership.
- Analyzes data and prepares written reports on the results using software tools such as SPSS, STATA, or MS Access, Microsoft Power PI, Tableau Public, Excel and PowerPoint.
- Supports data collection and visualization for PREP performance tracking tools.
- Builds and fosters relationships with PREP regional partners.
- Facilitates meetings to discuss reports, key program metrics and/or other data with PREP partners, Program teams and Senior Leadership.
QUALIFICATIONS
Education and Experience

- Bachelor's or Master's degree in education, social services or related research/evaluation field preferred.
- Three plus years' relevant professional experience in roles with heavy data management and reporting preferably in the non-profit sector
Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered.
Knowledge and Skills
- Excellent organizational and project management skills. Ability to multi-task and work well under pressure.
- Proficient at both producing data analyses and translating them to a wide variety of audiences.
- Ability to foster relationships with cross-sector partners including K-12, higher education, and nonprofits.
- Familiarity with K-12 and/or higher education student data systems (Skyward, ctcLink, etc...)
- Familiarity with program evaluation tools and techniques, including logic models, theory of change and outcome map development.
- Skills in Microsoft Office Suite (Word, Excel, Pivot tables, Power BI, PowerPoint and Outlook).
- Skills in statistical software (e.g. SPSS or STATA).
- Proficiency with query and reporting tools (e.g., MS SQL, Access or Crystal reports).
- Outstanding interpersonal, oral and written communications skills.
- Knowledge of standard statistical and qualitative methodologies, e.g. basic research design and methods, descriptive and inferential statistics, and other generally accepted analysis approaches.
- Ability to identify and solve problems.
- Ability to self-motivate and work independently.
- An established commitment to work collaboratively and harmoniously with CSF staff, colleagues and stakeholders.

WORK ENVIRONMENT
- This position requires Washington state residents if assigned in a Washington based location. If this position is assigned in a District of Columbia based location the resident must reside in the District of Columbia.
- Job may allow for hybrid work arrangements.
- Uses collaborative software for communicating with others and attending virtual meetings.
- Frequent travel, particularly to the Olympic Peninsula is required, including occasional evening and weekend events.
- Reliable transportation is required.
