Job Summary
Performs work planning and coordinating the construction, improvements, renovations, upgrades, and repairs of various capital and construction projects as assigned to the Facilities Management Division.
Essential Functions
- Collaborates with project management teams to coordinate the planning and development of complex and difficult construction projects; ensures projects are executed according to approved plans and meet all necessary regulations and quality standards.
- Manages concurrent construction projects with individual priorities and tight deadlines; facilitates effective communication between project management teams, contractors, architects, engineers, and other County staff on assigned projects.
- Inspects property under construction on a regular basis to ensure the work conforms to specifications, budget, and schedule; directs any repair or replacement needs and / or adjustment of working procedures; monitors contractors to ensure they obtain and maintain all required permits, fees, and notices; reviews progress of projects through consultation and evaluation of oral and written reports given by the project management teams.
- Coordinates construction contract administration and inspection by reviewing and approving contractor payment applications, change orders, budget allocations, construction schedules, and compliance with contract plans and specifications; assists in the coordination of consultants, negotiation of contracts and change orders, bid evaluation, space planning, and resolution of contractual disputes and claims.
- Assists in the planning and preparation of construction and renovation schedules for assigned projects to meet expected deliverables; works closely with preconstruction, project management, and field teams as well as with contractors to aid in the development and management of project schedules; coordinates and assists in scheduling work with other County department / division staff to ensure timely project completion within an established budget.
- Assists in the Division's long-term planning and budget preparation regarding capital projects.
- Reviews construction plans, shop drawings and record drawings; recommends effective solutions to construction-related problems; interprets rules, regulations and procedures and makes recommendations to Division management on assigned projects.
- Prepares cost estimates on various repairs, alterations, and new construction work.
- Prepares and submits detailed and narrative reports relating to the status of projects, the impact of delays on other projects, and the current and projected utilization of resources such as facilities, personnel, and equipment.
ADDITIONAL FUNCTIONS
Essential Employees may be required to work during an undeclared emergency and / or declared emergency. On an incident-by-incident basis, the County's Administrative Office will determine who will be required to work.
