Job Summary

Oversees and manages the Sourcing section of the Procurement Services Division. The Sourcing section handles the procurement of simple, complex, and highly specialized commodities and services, including professional services, technical commodities, and construction services such as vertical construction, transportation, utilities, and other specialized building trade services.


Essential Functions

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates daily work activities; organizes, prioritizes and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex problem situations, and provides technical expertise.
  • Assists in the establishment of policies and procedures governing the purchasing process; provides guidance and direction to County Department Heads, managers, operating staff and vendors regarding the procurement process and related activities.
  • Researches and resolves procurement issues and complaints from users regarding procured products or services; serves as liaison between vendors and division product/service users; prepares delivers and interprets reports; recommends process changes as needed; works with finance personnel in researching and resolving financial and/or accounting questions that pertain to procurement activities.
  • Receives, reviews and analyzes procurement requests; discusses purchasing needs with requesting Division(s); and determines most appropriate means of procurement; develops specifications for desired products and/or services; and meets with users and Division personnel to verify that specifications are consistent with end-user demands; prepares solicitation and contract packages for requests for proposals (RFPs) and Invitations for bids.
  • Participates in the coordination of all procurement functions prior to, during, and after exigent or emergency situations.
  • Responds to questions, complaints, formal protests, and disputes to minimize conflicts resulting from the acquisition, contract, and operational processes; obtains feedback from customers and suppliers and develops and delivers procurement training curriculum to operating divisions and suppliers.
  • Serves as backup for all procurement activities completed by assigned staff.

As assigned to Sourcing:
  • Engages in procurement of simple, complicated and complex commodities and services, such professional services, and highly technical commodities, and construction services such as vertical, transportation, utilities, and other highly technical building trade services.
  • Receives, reviews and analyzes procurement requests; discusses purchasing needs with requesting division(s); and determines most appropriate means of procurement.
  • Oversees preparation of solicitation packages for Requests for Proposals (RFPs) and Invitations to Bid; review specifications/scope of services for desired products and/or services; and meets with users and Division personnel to verify that specifications are consistent with end-user business and operational requirements.
  • Research highly technical information and determines procurement action plans.
  • Ensures compliance with applicable County policies, State, and grant procurement regulations.
  • Ensures bid/proposal openings, evaluation and selection comply with applicable regulations.
  • Supervises issuance of ITB/Request for Proposal (RFP) addenda to all prospective bidders/proposers prior to deadline for submitting bids/proposals.

Minimum Qualifications

  • Bachelor's degree required.
  • Four (4) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
  • Certification as a Certified Public Manager, Certified Professional Public Buyer, or Certified Public Purchasing Officer is preferred.
    May be required to possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

  • Salary offers above the minimum of the pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
