Job Summary
Performs supervisory work in the Parks and Recreation Division overseeing specialized functional area in aquatics, athletics, park facilities, park programs, activities, and associated special events.
Essential Functions
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Supervises and directs staff in day-to-day operations of assigned functional area; creates staff schedules, coordinates job assignments, and manages workloads; trains and evaluates staff engaged in administrative operations, park maintenance, and recreational programs; prepares employee goals and tasks; approves staff schedules; completes payroll.

Monitors the daily operations of parks and facilities including safety, maintenance, and security to ensure functional areas are operating efficiently while meeting the highest standard; inspects facilities, parks, athletic fields, and playgrounds for compliance with specific standards for maintenance, safety, and security; detects and corrects issues; conducts safety inspections.

Prepares and/or reviews communications, memos, letters, invitations, e-mails and executive summaries due to an increase in expenses or if additional funds are required; documents safety issues; prepares work orders; prepares a variety of reports on program activities and accomplishments; reviews and writes agreements for services or other contracts, composes proclamations of events and media releases; prepares program booklets and registration materials; prepares daily and weekly operational reports as required.

Provides customer service; answers customer inquiries and comments; evaluates effectiveness of customer service.

Oversees the planning, development, and implementation of parks programs; advertises and promotes programs.

Plans, develops, and implements program and service improvements; collects input and feedback from customers.

Registers patrons for program activities; obtains required documentation as applicable; evaluates effectiveness of recreation programs and staff; reviews program participation records, surveys, and evaluation forms; makes recommendations concerning new programs or program changes; implements changes or improvements as needed.

Prepares, analyzes, adjusts, and monitors budgets; monitors income and expenses to ensure adherence to budgets (revenue and expense).

Makes site inspections and ensures compliance with rules, safety policies, equipment inspection and related regulations.

Schedule’s facility rentals, outside vendor maintenance, regular maintenance, and activities for users of recreational games, practices, and events.

Provides professional recreation management plans such as scheduling and marketing of the Sun-N-Fun Lagoon; implements wholesome and constructive leisure activities such as public promotions and rentals; evaluates events; creates program/event ideas; opens and closes the aquatic facility each day.

Establishes, evaluates, and adjusts policies and procedures for the aquatics facility; ensures proper cash handling processes/procedures at cash points.

Instructs users of programs, such as water aerobics, the arthritis program, and the “learn to swim” program; instructs water safety instructors; teaches CPR/First Aid.

Ensures pools are chemically balanced.

Ensures the safety of patrons and staff in and around the pools; ensures Occupational Safety and Health Act (OSHA) criteria are met pertaining to maintenance, MSDS, chemicals, and handling.

May be required to serve as Lifeguard.
- Performs other related duties as required.
Minimum Qualifications
- Bachelor’s degree required.

Three (3) years of related experience.

Candidates without a degree should possess four (4) additional years of related experience.

Fingerprinting required.
LICENSES/CERTIFICATES:

May require additional licenses/certificates based on area of assignment.

Must possess and maintain CPR/AED/First Aid certification.

Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
- Must possess and maintain the following certifications – Red Cross or equivalent Lifeguard, CPR for the Professional Rescuer, Certified Pool Operator (CPO)/Aquatics Facility Operator (AFO), Water Safety Instructor, Waterfront Lifeguard, and Blood Borne Pathogens.

- Salary offers above the minimum pay grade may be considered based on qualifications.
- Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
