Job Summary

Collier County is seeking a highly motivated and dynamic professional to join our team as a Human Resources Business Partner. This role serves as a consultant on HR-related matters, fostering strong partnerships with employees and management across various Departments and Divisions to support the County’s business objectives. A key responsibility of this position includes collaborating with the Emergency Medical Services Division to oversee union-related activities while providing essential HR support in the implementation and administration of policies, processes, and programs.

Additionally, this role is responsible for the day-to-day management of the County’s employee relations programs, offering expert guidance to all levels of County leadership and employees on conflict resolution, workplace concerns, and other personnel matters. By ensuring compliance with established HR policies and fostering a positive and productive work environment, the Human Resources Business Partner plays a crucial role in driving the County’s commitment to excellence in workforce management.

Essential Functions

This integral position on the Human Resources team will be responsible for the following:

  • Works directly with management to support the organization’s professional growth, performance, and achievement of individual and collective objectives.
  • Performs a variety of employee relations duties; identifies appropriate disciplinary actions and/or reviews recommendations from Division Directors for disciplinary actions to be taken; prepares disciplinary action notices/forms and discusses circumstances, disciplinary actions, and expected corrective actions with employees and supervisors.
  • Maintains a basic understanding of all Human Resources functions and processes for the Collier County Manager’s Agency.
  • Counsel employees with performance problems; guides employees through the grievance process, both union and non-union, and actively pursues conflict resolution when necessary.
  • Participate in mediation and arbitration proceedings as needed to represent the organization’s interests.
  • Responds to, investigates, and resolves employee grievances, complaints of discrimination and unfair treatment, and other employee relations problems; conducts investigations by planning the investigation, interviewing witnesses, gathering and analyzing data, documenting the investigation, following-up with staff and leadership, recommending and assisting with implementation of corrective actions, closing the investigation, and filing the documentation.
  • Assist in collective bargaining negotiations by providing guidance, research, and recommendations on labor agreements.
  • Work closely with legal counsel, HR leadership, and senior management to address labor relations matters.
  • Represent the organization in meetings, hearings, and discussions with union representatives.
  • Facilitates and presides over disciplinary action meetings; organizes and schedules appeal hearings.
  • Maintains in-depth knowledge of legal requirements related to the day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance; fully familiar with all laws and regulations concerning Title VII; the Americans with Disabilities Act, as amended; Family Medical Leave Act; the Fair Labor Standards Act; the Health Insurance Portability and Accountability Act of 1996; or any other laws, statutes, or ordinances applicable to the employee population.
  • Provides guidance and training to all levels of County management staff and employees regarding conflict resolution and other personnel issues; discuss with Directors, managers, supervisors and/or employees to determine root cause of issues, discuss options and outcomes, determine course of action, and implement solutions; presents information, analyses, updates and/or recommendations to the Human Resources Division Director for County Manager and Board requests.
  • Exercises high level discretion due to the sensitive and/or confidential nature of information processed.

Minimum Qualifications

  • Bachelor’s degree required.
  • Four (4) years of related experience.
  • Candidates without a related degree should possess an additional four (4) years of related experience.
  • Fingerprinting required.
  • SHRM-CP or SHRM-SCP preferred.
  • May be required to obtain and maintain certification(s) related to a particular program.
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

  • Salary offers above the minimum of the pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
