Job Summary

Collier County Human Resources has received approval for a new position in our Division and is seeking a dynamic individual to join the HR Employment Operations Section as a Management Analyst I. This role is focused on supporting the County’s leaves of absence administration functions and managing payroll-related aspects of leave within the HR Division to help achieve the County’s business goals. The Management Analyst I will offer guidance to County management and employees at all levels, addressing inquiries, researching and resolving issues, and providing direction on matters related to leaves of absence.

Essential Functions

  • Leave Administration: Understands and implements the County's Leave Administration policies and procedures, ensuring consistent and accurate application across all divisions. Provides comprehensive support to County staff by addressing inquiries, offering guidance on leave entitlements, and assisting with leave-related documentation.
  • Compliance: Ensures compliance with County leave and payroll policy as well as federal, state, and local regulations. Assists supervisors in understanding and enforcing leave policies and associated laws and regulations.
  • Leave Processing and Tracking: Manages and tracks various types of leave, including FMLA (Family and Medical Leave Act), Military Leave, ADA (Americans with Disabilities Act), and other statutory or County-provided leave programs. Manages all employee cases from start to completion.
  • Payroll Accuracy: Records leave data, such as FMLA, and sick leave bank hours, biweekly in the HRIS system to ensure accurate payroll records.
  • Return-to-Work Coordination: Facilitates the return-to-work process, ensuring necessary paperwork is completed and coordinating any required accommodations.
  • Manager Support: Communicates with supervisors as the primary point of contact regarding leave timelines and expectations. Advises managers on handling long-term and intermittent leaves and their potential impact on operations.
  • Program Management: Oversees various County-wide programs, including the Board of County Commissioners Sick Leave Bank, the EMS Union Sick Leave Bank, EMS Worker’s Compensation Leave Bank, and disaster exemption forms.
  • Project Participation: Participates as needed in special projects for the division, including the planning, design, implementation to support the projects as needed.
  • Confidentiality: Exercises a high level of discretion when handling sensitive and confidential information.
  • Additional Duties: Performs other duties as required.

Minimum Qualifications

  • Bachelor’s degree required.
  • Two (2) years of related experience.
  • Candidates without a related degree should possess an additional four (4) years of related experience.
  • Fingerprinting required.
  • May be required to obtain and maintain certification(s) related to a particular program.

  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
