Job Summary:
Complete the preparedness, preventative, response, recovery, and mitigation efforts, including the development of emergency plans, policies, procedures, and guidance under the direction of the director of safety and emergency management.
Required Qualifications:
Essential Duties and Responsibilities
- Manage the Campus Emergency Response Teams program. Prepare and instruct classes to employees and create appealing student engagement and webpage programs.
- Purchase, receive, inventory, and create operational checklists for equipment.
- Monitor a situation and rapidly respond to an incident or event. Serve as the subject matter expert (SME) to guide campus-level Incident Commanders within the Incident Command Post, liaise with Emergency Operations.
- Collaborate with other officials to prepare and analyze damage assessments following disasters or emergencies.
- Create, process, maintain, verify, or create reports, rosters, records, files, databases, and checklists related to department operations; make necessary corrections.
- Assist in developing, reviewing, and improving Collin College emergency plans based on applicable laws, disaster research, lessons learned, and best practices.
- Conduct ground and aerial site surveys to perform campus emergency management and security audits, maintain situational awareness, or assist other departments.

Knowledge, Skills and Abilities
- Knowledge and experience in the National Incident Management Systems (NIMS), the Incident Command System (ICS), and the five mission areas of emergency management
- Knowledge and clear understanding of weather-related hazards and meteorological monitoring for hazards applicable to the North Texas Area
- Excellent critical thinking, organizational, strategic planning, and problem-solving skills
- Can assess a situation and develop recommendations skills
- Solid computer skills with an intermediate skill level in Microsoft Office Word, PowerPoint, Excel and SharePoint, able to create or modify products without assistance
- Strong communication skills, including public messaging, public speaking to large groups, and social media content development
- Radio operation, map reading and orientating skills
- Ability to remain calm under pressure and meet deadlines
- Ability to demonstrate creativity, self-motivation, self-reliance, and initiative
- Ability to work irregular or extended hours and in various conditions during training, exercises, site assessments, monitoring situational awareness, response and recovery
- Ability to communicate effectively with a broad range of diverse people, abilities, cultures, and ethnic backgrounds, and maintain good working relationships across the college
Physical Demands, Working Conditions and Physical Effort
Medium Work - Exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects. Positions in this class typically include talking, hearing, seeing, grasping, standing, walking and repetitive motions, plus stooping, kneeling, crouching, and reaching. Incumbents may be subjected to moving mechanical parts, odors, dusts, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting and intense noises, gases and workspace restrictions. In addition, incumbents may be subjected to vibrations, chemicals and oils.
Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Occasional physical effort required.
Requirements
Bachelor's degree from an accredited college or university in emergency management, public administration, homeland security, or a related field.
Three (3) years of experience in emergency management, fire safety, public safety, or emergency communications. This position prefers operational experience at the municipal, hospital, school district, college/university, or installation level.
Equivalency Language
An associate degree and five (5) years of related experience in emergency management, fire safety, public safety, or emergency communications may be substituted for the required education and experience.
Licenses and Certifications
FEMA IS 100.B, IS 200.B, IS 700.A, IS 800, IS 5.A. or Texas Division of Emergency Management (TDEM) equivalent.
FEMA Professional Development Series (PDS) certification.
Valid Texas Driver's License* and insurability with the college's insurance carrier.
*Individuals hired for this position may be required to drive a company vehicle. A Motor Vehicle Report (MVR) will be run in conjunction with the background check during the contingent offer stage and annually/bi-annually for the duration of employment at Collin College. Candidates who fail the original background/MVR report or subsequent MVR reports may not be hired and/or terminated based on the results of the report.*
CPR, AED, First Aid, Stop-the-Bleed certification must be obtained within 90 days of employment.
FEMA ICS300/400 Certification, Homeland Security Exercise and Evaluation Program Certified, FEMA Master Exercise Practitioner certification, preferred.
