OnsiteThis position is for an experienced professional in Program Management to lead programs within the Legacy Tankers portfolio, focusing on KC-135 and KC-10 tanker pursuits. The successful candidate will provide expertise in order capture and program execution, ensuring the integration and modification of systems. Experience with the U.S. Air Force acquisition process and Collins Aerospace's Pursuit and Order Capture Process is highly desirable.
In the order capture role, the candidate will lead a team to identify discriminators and develop strategies to meet the customer’s Most Important Requirements. This includes managing the development of schedules, WBS, SOW, and proposal artifacts. The position also requires guiding the establishment of cost, schedule, and technical baselines for successful proposals and program execution.
In the program execution role, the individual will ensure adherence to the program baseline and serve as the primary customer point of contact, maintaining schedule, performance, cost, sales, and order forecasts. The role also includes presenting proposals, status reports, and customer updates to leadership.
This is an onsite role located at Midwest City, OK.
What You Will Do:
- Manage and execute various KC-135 programs with Tinker AFB “SPO.”
- Develop and implement business plans and strategies to grow the Legacy Tanker business within the Strategic Financial and Annual Operating Plans.
- Lead pursuit and order capture activities, including strategy development, customer engagement, proposal development, and negotiation.
- Co-lead contract negotiations and prepare proposals, business plans, work statements, operational budgets, and financial conditions to ensure compliance and protect organizational interests.
- Lead the development of new products, processes, standards, and operational plans to support functional goals.
- Oversee Profit & Loss for assigned programs, including developing plans and schedules to meet financial, technical, and schedule objectives.
- Identify and resolve program issues to ensure successful program completion.
- Maintain responsibility for schedule, performance, cost attainment, sales, and order forecasts, and present proposals, status reports, and customer updates to leadership.
- Collaborate with Engineering, Business Development, and Program Managers to leverage product line solutions and capabilities.
- Build strong working relationships both internally and externally.
- Lead geographically separated Integrated Program Teams (IPTs) to achieve overall objectives.
Qualifications You Must Have:
- Typically required a Bachelor’s degree and 8 years of relevant experience OR
- Advance degree and 5 years of relevant experience OR
- In absence of a degree, 12 years of relevant experience is required.
- Experience in Life Cycle Value Stream (LCVSM) or Program Management, with a strong understanding of CMS, RLPM or United States Airforce acquisitions.
U.S. Citizenship required, as only U.S. citizens are eligible for a security clearance. Must have or be capable of obtaining a U.S. Department of Defense (DoD) security clearance.

- Strong communication skills with customers, engineering, business development, and senior leaders.
- Proven ability to lead geographically separated teams to achieve overall goals.
- Demonstrated positive sense of urgency and the ability to instill it in teammates to drive results.
- Experience working within the U.S. military acquisition system (Tinker Program Office).
- Program Management Professional Certification.
- Willingness to travel as required.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
