Job Responsibilities :
This position will work with the Client States Space Force (USSF) S-Staff and their Deputy Director of Staff to provide subject matter expertise AF civil engineering and facility operations management to support the execution of USSF facilities management requirements within the NCR, including : facility performance assessments, requirements development and planning charrettes, design and construction strategy, renovation and improvement projects oversight, and stakeholder governance and reporting. POSITION DUTIES :
Enhance communication and collaboration across organizations to improve operational efficiency by fully integrating facility operations with SAF / AMO and establishing regular governance meetings with SAF / AMO for the Space Force Headquarters L2 leadership audience. Develop a draft governance briefing with vital information customers would like / need to know, i.e. space management, work orders, etc. and establish a recurring schedule in coordination with SAF / AMO and SF / DS to begin governance meetings on a quarterly basis.
Oversee the successful completion of all facility renovation and improvement projects, as well as work orders and space requests in collaboration with SAF / AMO. Plan and manage capital improvements on-time and within budget, highlighting challenges to leadership as they arise with solutions to resolve. Develop a recurring process to ensure all stakeholders are informed regarding project status, capture customer feedback and completed to the customer’s satisfaction. Identify and prioritize new facility project requirements in collaboration with the L2 leadership.
Maintain clear / consistent communication with internal stakeholders and external stakeholders regarding facility performance. Identify metrics to measure facility performance in support of the Space Force customer. Provide high quality / succinct monthly summary reports to SAF / DS on facility operations and key initiatives, actively communicating progress on projects and facility issues.
Optimize facility resource allocation by forming a space working group that meets on a regular basis to forecast and capture facility requirements, measure space utilization to ensure both classified and unclassified spaces are being used efficiently, recommend reallocation of space to avoid under-utilization and reduction of costs, if appropriate. Provide executive summaries of each meeting, within one week, highlighting resourcing requirements and timelines to meet space needs.
Facilitate the requirements development of a consolidated Space Force building at Bolling AFB with a planning charrette (through the US Army Corps of Engineers) and a strategy to support design and construction of this facility, to include build-to-lease and MILCON alternatives. Required Skills :
Minimum of a bachelor degree in Engineering or Architecture from an accredited university
Minimum of 10 years experience in Air Force civil engineering, including experience in facility operations management at an Air Force Staff function (HAF, MAJCOM, AFCEC, AFIMSC).
Experience planning, design and construction of small- and large-scale facilities projects.
Knowledge of CE knowledge areas and AF installation level organization.
Strong leadership, strategic planning, and communication skills with the ability to work effectively across multiple organizations and stakeholders. Desired Skills :
Experience with facilities operations management in the context of the Pentagon or interagency environments.
Understanding of relationships between the Secretariat and Military Services, SAF / IE, SAF / AM, WHS, etc.
