Description of Job

This work leader position will perform Colorado Department of Corrections (CDOC) professional services to include project management, master planning, facility programming, regulatory agency approvals, design guidelines, construction standards, construction budgeting, contractor/consultant selection, code compliance reviews, design reviews, ensure compliance with legislative intent, as well as a leading role in coordination with private sector design consultants and coordination of engineering disciplines for "in-house" projects. This position also oversees and coordinates American With Disabilities Act (ADA) compliance essential to meeting ADA compliance obligations.


Primary job duties include, but are not limited to:

  • Assist in the professional review of project directives (PD) to ensure code compliance and conformance with facility master plans for all physical plant modifications;
  • Assist with coordination of project identification, prioritization, and facility programming for the annual CDOC capital construction/ capital renewal/ controlled maintenance (CC/CR/CM) budget requests;
  • Lead response in assisting in the development of facility program plans that describe future, unfunded, CC requests for construction projects;
  • Evaluate, review, and coordinate responses to physical plant, life safety, and code issues and incidents;
  • Lead response in the analysis, confirmation and response to ADA issues to ensure compliance at facilities and in lease space to include offender and personnel grievances, existing building conditions, building renovation plans and development of transition plans for the CDOC;
  • Assist in conceiving and developing the detailing, estimating, and development of formal requests to the legislature for new construction projects and associated funding, including capital construction, capital renewal, controlled maintenance, ADA, and life safety;
  • Provide quality assurance for new project requests to ensure design parameters are consistent with existing department guidelines, standards and assure projects are consistent with CDOC goals and legislative intent;
  • Develop and update CDOC construction, security and maintenance guidelines as necessary to ensure safe, efficient, and consistent facility operations;
  • Coordinate end users wants and needs with the department strategic planning and lease space management. Develop site and OPR specific facility master plans. Research and write facility program plans and collaborate with private sector design professionals and CDOC management teams to assure compliance with program needs;
  • Lead responsibility for maintaining the physical plant record for the CDOC. Develop a report for submission to the Division of Risk Management (DoRM) to identify DOC physical plant assets with associated values for replacement. Building inventory is also used to help document the department building areas that are used by the Office of State Architect to determine the funding level CDOC will receive under the State Buildings Program requests. This position will oversee the initial analysis of building system repair and replacement needs for the Department;
  • Other duties as assigned.


Minimum Qualifications:

Current, valid licensure as an Architect by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors AND One (1) year of experience as a licensed professional architect or architectural engineer


Required Competencies:

  • Knowledge of materials, methods, and tools involved in the construction or repair of buildings or other structures;
  • Knowledge of design techniques, tools, and principles involved in production of precision technician plans, blueprints, drawings, and models;
  • Excellent interpersonal/customer service skills;
  • Strong written and oral communication skills;
  • Highly effective critical thinking/decision making/complex problem solving skills;
  • Demonstrated ability to organize, plan and prioritize;
  • Keen ability to multi-task and demonstrate flexibility;
  • Strong self motivation;
  • Proficient in various software applications (e.g. Microsoft Word, Excel, and Auto Computer Aided Design (AutoCAD);
  • Excellent attention to detail.
  • Ability to read and comprehend the English language;
  • Ability to effectively communicate fluently in English both verbally and in writing;
  • Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind.
