Description Of Job
About the Work Unit:
The Permits Section exists to develop and issue discharge permit actions (new, renewal, modification, termination) for discharges of pollutants from point sources to waters of the state, to regulate the land application of biosolids, to regulate the beneficial reuse of reclaimed water, and to control discharges of pollutants to publicly owned treatment works (POTWs) through implementation of the pretreatment program. These activities are mandated by the Colorado Water Quality Act. In addition, the Section participates in the development of statutes, regulations and policies related to the issuance and enforcement of such activities. The Section also develops preliminary effluent limits (PELs) and provides compliance assistance and general public assistance. The work of the Permits Section is distributed across multiple work units. This position is part of a technical and administrative support team that reports directly to the Data Management Work Group Supervisor.
What You'll Be Doing
This position assists the Permits Section Manager, the three Unit Managers and Data Management Work Group Supervisor, and the 30 staff in the Section by providing technical and office management support to the work of the Section. The position also provides technical and office management support for the Clean Water Program by developing business processes that affect staff in all the Sections and Units that support the program, including the Permits Section, the Watershed Section and the Clean Water Compliance Unit. This position continues to conduct technical support duties that have been assigned to this position from the Environmental Protection Specialist positions in order to allow those at the EPS classification to focus on those duties for which an EPS classification is required (such as modeling, calculating statistics, and negotiating permit conditions). The Office Manager role of this position ensures that the Section continues to adjust and organize permitting and compliance work processes to ensure the delivery of services to customers. This position serves as a resource guide for other division staff, such as the watershed section staff in regards to 401 certifications and records center staff in regards to records movement, storage, and retention, and in advising those staff on how the permits section business processes interface and can be adapted to meet other ongoing business processes.
Minimum Qualifications

Three (3) years of general clerical experience within a records maintenance or other technical support.
