Description Of Job

The Work Unit

The Prevention Services Division works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional development, collaborative effort and sustained wellness of its workforce.

The Prevention Services Division is actively building a workforce reflective of the diverse communities we serve. The Children, Youth and Families (CYF) branch is the organizational entity within the Prevention Services Division that plans, designs, implements, and evaluates public health interventions related to women, children and youth, including children and youth with special health care needs, with a goal of maximizing the health and well-being of Colorado’s maternal and child health population. There is a link between the economic opportunities a person has and their health status, with one often influencing the other throughout the life course and across generations. Special emphasis is placed on evidence-based practices, data-based decision-making, training, technical assistance, community partnerships, and integration of various branch program efforts to assure health outcomes are maximized. The branch consists of the following four sections: Maternal and Child Health (MCH) Section, Family Adversity and Mortality Prevention Section, MCH Workforce Development Section, and Children and Youth with Special Health Care Needs Section. This position is in the Family Adversity and Mortality Prevention Section.

The Position

This position is responsible for supporting the identification, establishment, development and sustainability of state level partnerships to increase tax credit filing, especially among low-wage workers, immigrants and refugees who are eligible but have not claimed available tax credits. This position supports implementation of the strategic direction for the tax credit outreach efforts related to the development of communications approaches, evaluation metrics, and outreach efforts with other state agencies and statewide nonprofit partners. This position is responsible for building relationships with state agencies and statewide community partners to support implementation and effective outreach activities. This position ensures coordination and the best use of resources, including identifying and coordinating the development of outreach materials for increased awareness and uptake of tax credits. This position develops and provides training and technical assistance to cross-sector partners and state agency programs that engage in benefits referral. This position coordinates partnerships and resources for joint outreach efforts such as shared mailers, text campaigns and presentations. This position updates content related to tax credits to support accurate tax credit outreach and training materials for varied audiences, including content posted on the Get Ahead Colorado website.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only: Six (6) years of relevant experience in public health, health policy, economic policy, benefits enrollment, tax policy, health systems, and/or with programs involved in promoting and implementing public health or public policy initiatives, or other related fields.

OR

Education and Experience: A combination of related education, graduation from an accredited college or university in public health, health policy, public policy, economic policy, public administration, or closely-related field AND relevant experience in public health, health policy, economic policy, benefits enrollment, tax policy, health systems, and/or with programs involved in promoting and implementing public health or public policy initiatives, or other related fields equivalent to seven (7) years.

Preferred Qualifications And Essential Competencies

The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Broad understanding of economic mobility interventions that support families and their vital conditions for health, including trends, best practices, and emerging issues; ability to apply ideas and experience to improve and add value to the program.
  • Brings an understanding of the challenges many Coloradans face in securing economic well-being, including lived experience; demonstrated understanding of systemic disadvantage in our economic structures and history and the impact on health outcomes for children and families.
  • Outstanding skills and abilities in verbal and written communications including presentation skills; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups, and individual settings.
  • Experience providing training or technical assistance to groups and individuals.
  • Experience using communications strategies and tactics to disseminate information to partners, including experience with implementation of public awareness campaigns.
  • Demonstrated success cultivating and sustaining collaborative partnerships and relationships among diverse organizations or groups, including organizations with direct connections to communities, especially those reaching families with diverse backgrounds, cultures, and languages.
  • Demonstrated experience in project management and facilitation, including establishing goals and timelines, coordinating resources, monitoring progress, engaging and working with internal and external partners, measuring results, and advancing the goals of the program.
  • High level of emotional intelligence that facilitates the ability to sense others' reactions, views, and goals, and actively manages own reactions and behaviors based on that information particularly in working with teams of diverse stakeholders.
  • Adapts quickly to change and easily considers new approaches. Manages competing demands. Adapts behavior or work methods to best fit the situation in response to new information, changing conditions, or unexpected obstacles. Effectively deals with ambiguity.

  • Must be willing to travel 10% of the time as the position requires.
