Description Of Job
The Work Unit:
This unit exists to protect human health and the environment by assuring the safe management of solid waste and recyclable materials at solid waste disposal sites and materials management facilities through: ensuring proper storage, treatment and disposal of solid wastes; remediating contaminated facilities and sites; conducting inspections; and providing outreach to industry, governmental entities, and interested stakeholders via guidance development, training and technical and regulatory assistance. In addition, the unit collects, analyzes, oversees, and reports on materials management and recycling within Colorado.
What You'll Be Doing
This position exists to serve as the technical lead and staff authority on extended producer responsibility for paper and packaging materials. This position is responsible for oversight of the producer responsibility program which includes 1.) developing rules to implement the Act for programmatic oversight of the producer responsibility organization(s) and applicable producers 2.) analyzing, reviewing, and determining approval or denial of the producer responsibility organization(s) program plan(s) and needs assessment reports to determine if the plan/report is approvable under the requirements established by rules and the Act 3.) verifying compliance with the rules, the requirements set within the Act, and the approved program plans through records review inspections and overseeing enforcement action requirements when necessary 4.) coordinating and administering the producer responsibility advisory board to ensure the board is complying with all requirements established under the Act 5.) providing compliance assistance and technical outreach to the regulated community and stakeholders, and 6.) collecting, analyzing, and evaluating data and the results of the program’s performance to develop recommendations within an annual report to the legislature and governor on the status of the program.
Minimum Qualifications

Option One
Eight (8) years of professional work experience in environmental compliance, inspections or auditing and analysis and/or regulations of policies pertained to specific work sites or closely related work related to environmental protection.
Option Two
Bachelor's degree in physical or environmental sciences, engineering and/or closely related field.
AND
Four (4) years of professional work experience in environmental compliance, inspections or auditing and analysis and/or regulations of policies pertained to specific work sites or closely related work related to environmental protection.

- Experience drafting environmental rules or ordinances and preparing and reviewing technical reports that incorporate figures, tables, graphs and narrative
- Knowledge of and experience in the sustainable materials management/circular economy field
- Experience developing contract statements of work and contract management and oversite
- Strong organizational and project management skills
- Experience working with diverse stakeholder groups with the demonstrated ability to collaborate and achieve consensus among multiple parties
- Ability to analyze and organize data and make and support technical recommendations
- Knowledge of federal and state regulations, statute, and specific authorities as they relate to remediation of environmental contamination
- Excellent critical thinking and problem solving skills
- Excellent interpersonal and customer service skills
- Ability to work well independently as well as in/with a team
- An advanced degree in or environmental sciences, analysis, auditing regulating or closely related field of study
