About the Work Unit
The Office of Compliance is comprised of an Internal Audit Section, Risk Management Section, Professional Standards Section, and Statewide LEO Resource Section. The Internal Audit section serves as an independent, objective assurance and consulting activity designed to add value and improve the Department’s operations. Our services assist the Department in accomplishing its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of managing risks, control, and governance processes.

About the JobThe purpose of this position is to plan and conduct internal audits, consultations, monitoring/compliance reviews, risk assessments, ensuring implementation of internal audit recommendations and risk mitigation action plans, as well as other duties as assigned. The purpose of risk and control assessments is to identify the primary risks and the corresponding controls in place associated with the program and scope of the audit being performed. In addition to the Audit Report, the Risk & Controls Assessment and the Process Work Flow are a package of work products submitted to the Auditee post Audit.
Key Responsibilities
Audits and Consultations
Primarily responsible for conducting work outlined in the annual audit plan which reflects CDPS’s highest risks. The Auditor provides reasonable assurance that CDPS is complying with all regulatory requirements. Plans and conducts performance, compliance, and financial internal audits and consultations as assigned. Duties include but not limited to:
- Plans audits (must be familiar or have the ability to obtain a sound working knowledge of local, state, and federal laws and ordinances, rules and regulations of CDPS and its Divisions as well as adhere to all policies and procedures)
- Researches (demonstrated experience researching, comprehending and interpreting policies and procedures),
- Designs audit programs,
- Executes the test steps associated in the audit programs (i.e. interviewing, gathering data, etc.),
- Analyzes the information obtained to complete the objective(s) (utilize strong analytical skills with high attention to detail),
- Utilizes data analytic technologies such as Excel and the Data Analytics function of the audit software to extract, cleanse, and interpret large, complex data sets,
- Compiles work papers on internal audit templates to document the analysis (demonstrate organizational skills)
- Creates clear and concise status updates for audit clients based on an agreed upon frequency,
- Critical analysis of data for the purpose of proposing audit recommendations (when applicable),
- Writes high quality, engaging and informative audit reports and communications that are accurate, objective, clear, concise, constructive, complete, and timely, and
- Utilizes the audit software for all stages of the audit work.
Risk Assessments and Risk Management Communication
Plans, manages, and coordinates all aspects of assigned risk assessments. This includes reaching out to division personnel, scheduling and conducting risk assessment meetings, compiling risks into a final risk assessment report, and following up with management on take action items. .
Compliance Reviews/Monitoring
Conducts ongoing reviews/monitoring of high-risk areas across the Department is a necessary application to identify any potential areas of fraud or to highlight program compliance and effectiveness of internal controls.
Plans, manages, and coordinates all aspects of assigned compliance reviews.
Ensuring Recommendations & Risk Assessment Action Plan Implementation, Technical Assistance and Other Duties as Assigned

MINIMUM QUALIFICATIONS
Seven years of professional level auditing and/or compliance experience that involved conducting and reporting of performance audits, compliance audits, or financial audits in compliance with the International Standards for the Professional Practice of Internal Auditing and Generally Accepted Government Auditing Standards.
OR
Bachelor’s degree in any field and three (3) years of professional level auditing and/or compliance experience that involved conducting and reporting of performance audits, compliance audits, or financial audits in compliance with the International Standards for the Professional Practice of Internal Auditing and Generally Accepted Government Auditing Standards.
OR
Advanced degree in any field and two (2) year of professional level auditing and/or compliance experience that involved conducting and reporting of performance audits, compliance audits, or financial audits in compliance with the International Standards for the Professional Practice of Internal Auditing and Generally Accepted Government Auditing Standards.
REQUIRED COMPETENCIES
- Must have excellent interpersonal and communication skills both verbally and in writing, including the ability to question, and work effectively at all levels within and outside CDPS.
- Ability to read, analyze, and interpret periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence and effectively present information and respond to questions from groups of managers, clients, and customers.
- Demonstrated ability to problem solve and work collaboratively with agency employees across multiple divisions and deal with a variety of concrete variables in situations where limited standardization exists.
- Ability to compute rate, ratio, and percent and utilize graphs to display statistical results.
- Must be able to assume responsibility, initiate action, and work independently simultaneously while fitting into a team environment as characterized by shared accountabilities.
- Must have the ability to manage and prioritize multiple concurrent projects and work under pressure, and meet commitments within strict time frames.
- Ability to maintain a high level of professionalism, confidentiality, customer service, interpersonal skills and communication and emotional intelligence while working with team members and CDPS customers.
PREFERRED QUALIFICATIONS
- Experience on interpreting federal regulations, state statutes and departmental policy.
- Experience in researching, collecting and analyzing data.
- Proficiency in data analytics technologies to include Excel, audit software to extract, cleanse, and interpret large, complex data sets.
- Extensive experience in report writing and strong communication and presentation skills.
- CPA, CIA, CGAP, CFE or CISA certifications.
CONDITIONS OF EMPLOYMENT
- Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and a reference check.
