About the Work Unit
The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:
- The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.
- Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.
- Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.
- Compliance Office – Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs.
- Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
- Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.
The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:
- Chief Administrative Officer’s office
- Accounting Services and Commercial Cards led by the Controller
- Budget and Policy led by the Budget Director
- Purchasing and Contracts by the Purchasing Director
- Logistics Services Section led by the Logistics Director
- Property Services Section led by the Property Services Director
The Logistics Services Section manages the Department's fleet, and public safety materials through customer focused actions which empower the members of the Department to safeguard lives. There are three major branches that comprise the section: Materials Management Branch (Warehouse), Fleet Management Branch, and the Wildland Fire Logistics Branch. Members of these three branches, plus the Logistics Services headquarters section, provide daily production and support for the mission specific equipment and vehicles necessary to sustain operations for the divisions assigned to the Colorado Department of Public Safety.
The Materials Management Branch within the LSS manages, operates and provides procurement, distribution, inventory and warehousing services for the Colorado State Patrol. These critical services provide clothing, officer safety equipment, law enforcement equipment and supplies and vehicle parts for 900 uniformed officers and 700 vehicles for the Colorado State Patrol. These services are provided in accordance with State Fiscal and Procurement rules and regulations, utilizing competitive bidding, inventory control, quality control and asset management.
Work Environment 100% In-person position. Work unit core business hours Mon-Fri, 8 am-5 pm.
About the Job
As a first-line supervisor and branch manager, this position exists to provide critical and essential supply & distribution service support to the Colorado State Patrol’s statewide law enforcement mission requirements. Reporting directly to the Logistics Services Section Director, oversees daily operations and functional program areas within the Materials Branch; including, request, receive, store & issue of expendable, durable, and non-expendable property and supplies such as uniforms, accessories, officer safety, tires, automotive accessories, and specialized equipment needs. Ensures guidance and procedures are disseminated and understood. Establishes inventory control, quality control, customer service and procurement procedures. Determines support priorities, prepares, allocates, and monitors the branch budgets so critical areas have the necessary resources to meet program goals and objectives. Develops written and oral presentations, and represents EDO LSS at meetings with internal/external stakeholders and business partners. Represents the Materials Management Branch at internal meetings.
Develops policies & procedures, strategic plans, budgets and manages assigned personnel. Working independently, manages all aspects of warehouse operations to determine day to day procedures to meet mission objectives. Researches, analyzes and determines courses of action and method/processes required to complete the procurement of materials and the efficient operation of the warehouse. Evaluates quality and vendor performance, meets with manufacturing representatives to resolve problems or negotiate special conditions. Monitors items purchased with grant funds to ensure compliance with Federal Grant program requirements. Actively seeks competition, in compliance with Procurement Codes and Fiscal Rules, using the Federal 1122 Procurement Program, state negotiated price agreements, utilizing the BIDS systems and other vendor selection methods as necessary. Procures equipment/accessories through formal bidding processes. Manages CSP surplus equipment property to ensure compliance to state statutes. Prepares and plans to obtain space and equipment, and sets operating priorities for the warehouse. Regularly works independently with vendors, contractors, other State agencies and all members (and levels) of CSP and CDPS EDO. This position oversees badge nameplate and sign engraving and services for the Department. Supervises three full-time employees.

Leadership, Management and Supervision

Manages, plans/forecasts, and prioritizes all Materials Management Branch activities; provides day-to-day program guidance and supervision to three full-time employees; develops work plans and evaluates performance; maintains a productive, efficient, and safe workforce; helps resolve grievances and other disputes between employees; strives to maintain high morale and a positive work environment; regularly communicates with employees and seeks their feedback; develops plans and objectives to meet and support the operational and strategic needs of LSS and the Department, and contributes to the general well-being and overall success of the Department as a member of the LSS Leadership Team.
Facilitates communication, trains and advises staff on development and implementation of proper business practices. Represents LSS and advocates for CSP programs statewide with other governmental officials and managers on issues related to materials management. As business unit manager within LSS, provides communication, staff training and representation of the Executive Director’s Office. Provides input to CSP strategic planning initiatives.
Manages and operates the agency (CSP) warehouse, supply and distribution business unit. Examines, evaluates, and creates administrative and program functions and systems to integrate all warehouse management functions for LSS and CSP. Oversees and manages CSP inventory system and associated processes, including JIT and CORE. Provides backup for all other job functions within the Materials Management Branch. Represents LSS and assists CSP on special projects and committees as subject matter expert, e.g. CSP Equipment Committee.
Procurement of Goods, Materials, and Equipment for LSS Warehouse
Serves as the senior business manager responsible to independently organize, coordinate, and oversee warehouse purchasing processes for CSP field, headquarters, Academy and support staff. Applies working knowledge of Colorado Revised Statutes, Procurement Codes and Fiscal Rules for the procurement and inventory of goods and services. Works with state price agreements, Federal 1122 Procurement Program and competitive bidding to ensure program compliance and to provide fair and reasonable competition using a variety of procurement tools. Prepares the necessary documentation, utilizes the BIDS system, evaluates and awards Documented Quotations and other more formal solicitations methods such as Invitation for Bid (IFB) and Request for Proposal (RFP). Accesses the Colorado Operations Resource Engine (CORE) to ensure purchase order compliance and sound fiscal management/control.
As business unit manager/program manager, advises, coordinates and provides guidance and problem solving techniques and solutions to supported customers about the care and maintenance procedures for their equipment. Monitors, surveys and reports on the needs of members to determine new equipment needs, replacement of expired equipment, failure causes of the equipment and vendor quality issues. Utilizes NueGOV to manage asset locations, protective equipment expirations, and badge tracking. Completes life-cycle analysis of LEA equipment.
Inventory Management of CSP Warehouse
Develops, coordinates, directs and administers management system for the operation of the CSP warehouse. This includes (but is not limited to) tracking, maintenance and upkeep of CSP officer and vehicle equipment as well as internal and external equipment inventory such as Radar and Vascar certifications and records, pepper spray expiration dates, baton replacements, ballistic vest replacements, ammunition requirements and cadet class/Academy requirements. Provides oversight to fleet data input and managed within NueGOV. Ensures inputs into NueGOV are accurate and properly maintained.
Customer and Vendor Communication
Coordinates and disseminates information to advise internal customers on proper LEA equipment policies and procedural requirements to ensure that policy requirements are met. Researches and confers with vendors, suppliers and manufacturers to evaluate product performance and quality control issues. Assists customers and vendors by providing timely and objective feedback on uniforms, equipment and accessories.

Required Proven Experience, Knowledge, Skills
Five (5) years of relevant experience in all aspects of warehouse operations ensuring efficient and safe receipt, storage, and dispatch of goods, while managing staff, inventory, and logistics to meet customer demands. Three of which must have been at the level of a unit supervisor or equivalent.

Conditions of Employment
- Requires successful completion of a background investigation that includes a life history questionnaire, polygraph exam, a fingerprint based criminal history search, reference checking.
