Description Of Job

The Auto Industry Division (AID) is responsible for regulating the sales, licensing, and operations of motor vehicle dealers in the state of Colorado, pursuant to CRS Title 44, Article 20. The AID ensures compliance with state laws, issues licenses, investigates complaints, and enforces regulations to protect consumers and maintain a fair and transparent marketplace for motor vehicle sales.

The Director of the Auto Industry Division provides leadership and oversight for all aspects of the division's operations. This includes strategic planning, regulatory compliance, policy development, licensing, investigation of complaints, enforcement, and stakeholder engagement. The Director is responsible for ensuring that the AID effectively fulfills its mission to protect consumers, maintain a fair marketplace, and support lawful commerce within the auto industry.

Duties

Duties include, but are not limited to:

  • Provide leadership, strategic planning, and oversight to staff assigned to professional and enforcement functions, setting division policy, goals, and objectives.
  • Analyze and manage budgetary and supplemental data for the division.
  • Serve as the senior decision maker and advisor for the division to project teams and other state and local agencies.
  • Serve as the authoritative source on Colorado's motor vehicle dealer regulations, maintaining comprehensive knowledge of applicable state laws, including CRS Title 44, Article 20.
  • Lead the development and revision of policies, rules, and procedures related to the licensing, enforcement, and compliance activities of the Auto Industry Division.
  • Supervise the issuance of licenses and enforcement of compliance with state laws related to motor vehicle sales and dealer operations.
  • Act as the primary liaison between the division, government entities, and industry stakeholders, fostering transparent communication and collaboration.
  • Lead, evaluate, and direct the implementation of division policies and procedures throughout the state.
  • Design and conduct educational programs and training sessions for division staff, licensees, and industry stakeholders to enhance understanding of legal requirements, compliance best practices, and enforcement strategies.
  • Oversee the daily activities and performance of division staff, providing guidance, support, and direction to ensure that regulatory responsibilities are met effectively.

Ten (10) years of relevant experience in an occupation related to the work assigned to this position, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives

Preferred Qualifications

The ideal candidate will possess the following skills:

  • Extensive management and leadership experience, including organizational assessment and restructuring, staff recruitment, selection, supervision, and retention, etc.
  • Experience in interpreting governmental rules, regulations, and laws.
  • A demonstrated ability to work with elected and high profile positions and officials at the Federal, State, and local government levels.
  • A proven ability to work effectively with private business from a regulatory or law enforcement position.
  • Current or previously certified as a law enforcement officer in the United States.
  • A proven leader who was instrumental in implementing effective strategies used in common change management practices.
  • Experience across disciplines such as auditing and law enforcement is highly desirable.
  • Knowledge of Auto Industry business practices

Conditions Of Employment With The CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
