New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

Description of Job
The Colorado Department of Transportation (CDOT) has a vacancy for a position that will train to become a Highway Access Permits Coordinator in our Durango location. This position will assist the unit in administering CDOT's Access management program in accordance with section 43-2-14 7 of the Colorado Revised Statutes and the State Highway Access Code. Will learn to review and analyze access requests for conformance with regulations and standards using sound engineering, safety, and planning principles.
Major duties and responsibilities include, but are not limited to:
- Learn to review and analyze land use development proposals in order to determine highway access needs and how to mitigate traffic concerns;
- Train to collaborate with CDOT work units (including, but not limited to: Right-Of-Way, Hydrology, Environmental, Roadway design, Traffic, Maintenance, Construction, and Materials sections) in order to tailor highway access location and design features to meet site specific conditions;
- Assist in planning highway access to accommodate local government's master plans, future traffic volumes, mobility patterns and future signalized and non-signalized access;
- Assist with formulating special terms and conditions for the issuance of each individual highway access permit in accordance with state statutes, rules and regulations; authorize permits that fully define the responsibilities of the Permittee;
- Learn to prepare Level 1 (no access or highway improvements and Level 2 (access improvements) access permits, including writing the special terms and conditions for the access permits;
- Assist in evaluating design waivers for permits;
- Assist Access Manager with the preparation of Access Control Plans.
- Assist with Geographic Information Systems (GIS) development and support for the unit, such as data management, new data collection, data acquisition, software implementation and workflows, application and map creation, data sharing, and quality assurance and control;
- Learn to create databases and to develop GIS reports with capacity to map trends and activity;
- Assist with administering the Outdoor Advertising rules and regulations Program;
- Learn to perform field reviews and inspections of proposed access requests; verifying installation and construction of permitted accesses on assigned projects;
- Fluency in Microsoft Office Suite (Word, Excel, PowerPoint), Gmail, SAP. Ability to quickly learn other software systems, such as Access Permit Program (Salesforce and SharePoint).
- Other job duties as assigned.
Work Environment:
- Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
- Approximately 10% spent in the field, 90% spent in the office
- Travel required during work hours
- Occasional overnight travel 1-3 times a year throughout Colorado
- Exposure to hot, cold, wet, humid, or windy conditions caused by weather.
- Required to operate CDOT vehicles
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
- At minimum, the ideal candidate will have a bachelor's degree from a U.S. accredited college or university. A transcript showing degree conferral must be attached to your application to verify this requirement.
Substitution: Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor's degree but not for the specific experience. A Doctoral or Master's degree in planning, engineering, business or public relations will substitute for the undergraduate degree and one year of the required professional experience.
