Position Summary: The Fiscal Grants Manager works closely with Program Directors (Prevention, Care, Housing and Health Access) to manage programmatic (government and private) grant/spenddown tracking and reporting to ensure budget and funder compliance and efficiency. The incumbent also manages programmatic supply ordering/approval and inventory to ensure supply availability without maintaining overstock, including managing, and uploading to CHN’s accounting system for all CHN credit card purchases. This is a non-supervisory, statewide position. The incumbent works to ensure compliance with state and federal regulations for Ryan White Care Act funding, as well as with CHN corporate policies and procedures, regulatory requirements and budgetary guidelines. Duties also include assisting with program personnel time coding/management and financial management. This position is based in the Denver office and requires infrequent travel to the other CHN offices including Colorado Springs, Pueblo, Fort Collins, Greeley and Grand Junction.
Essential Job Functions:
Program Responsibilities
- Responsible for grant/spenddown tracking and reporting on grant financial deliverables to ensure program compliance.
- Manages program supply ordering/approval and inventory to ensure adequate stock without unnecessary stock of supplies.
- Responsible for CHN’s credit card portal including reviewing, tracking, and uploading to CHN’s accounting system
- Assists with Internal and external audits of all program requirements to ensure that programs are meeting deliverables and budgets.
- Works with Program Directors to complete/achieve:
- Program budget planning and evaluation;
- Problem/issue identification, analysis, research and resolutions following guidelines as defined federal, state, local and private funders
- Works in conjunction with the CFO regarding budget development and monitoring;
- Provides monthly spenddown updates to the leadership team.
- Assists the Controller and Senior Account on monthly general ledger entries and invoicing as needed, and is cross-trained on Accounts Payable for backup.
- Responds to all correspondence and completes reports in an accurate and timely manner.
- Maintains a detailed level of knowledge of all funder grants including the GL codes for grants, departments and locations.
- Has full knowledge of all of CHN’s grant budgets and monitors monthly spending and gives monthly updates to program Directors and managers throughout the year.
- Assists with GL coding for staff timekeeping in the payroll system, as needed.
- Infrequent travel may be required.

Qualifications
Qualifications: Minimum of two years of experience in a related field, with one year of experience in a management capacity. Previous successful experience in budget management and contract management required. Experience with HIV/AIDS preferred.
Education:
Bachelor's Degree in Accounting, Finance, non-profit management or a related field. Relevant experience can substitute for degree.
Software Utilized:
Experience working with Accounting software and basic office and database computer programs, including familiarity with Microsoft Outlook, Word and Excel.
Knowledge, Skill and Ability:
Knowledge of and sensitivity to HIV/AIDS challenges. Proficient in written and verbal communication. Completion of HIV 101 training required. Highly organized and detail oriented. This position requires personal and professional accountability; self-management and initiative; dedication to quality improvement, professional integrity and research ethics and cultural competency. Must demonstrate accuracy, and efficiency. Must demonstrate effectiveness in the following areas: project/task management; teamwork; time management; communication with teams, managers, and company consultants. Must have flexibility, creativity, collaborative, and a positive workplace attitude in a small team dynamic. Also, strong critical thinking, active listening, and problem-solving skills to address complex situations.
Material and Equipment Directly Used:
Works with computer workstations, laptops, servers, and standard office equipment. Works with software, including Accounting software, electronic health records, client/patient data systems, word processing, spreadsheet and presentation software as well as with online systems. Communicates with partner organizations and vendors using the telephone, e-mail, the Internet, and fax.
Physical Demands and Work Conditions:
Works in an office environment with infrequent travel via automobile or airplane to offsite locations. Requires ability to lift up to 50 pounds of materials. Requires clear speaking ability and the ability to use a telephone for extended periods. Requires ability to view a computer screen (near acuity). Requires fingering agility for keyboarding.
