LOCATION: AFIMSC Det 2 (Air Force Installation and Mission Support Center Detachment 2) directly supports Pacific Air Forces and its area of operations. It is located at Joint Base Pearl Harbor-Hickam, Hawaii. 25 E Street, Building 1102, Suite C310, Joint Base Pearl Harbor-Hickam, HI 96853. Hawaiˊi is located 2,200 miles west of California and 4,000 miles east of Japan. Hawaiˊi offers endless opportunities for recreational and cultural activities, including camping, surfing, diving and snorkeling, hiking trails, museums, and parks.
Work location is dependent on the needs of the partner/project/role. In some instances, positions may require staff to be fully in-person. In other instances, hybrid or remote arrangements may be possible.
Position Summary
A Natural Resources (NR) Planning & Compliance Specialist position is available with the Center for Environmental Management of Military Lands (CEMML) to provide NR on-site programming support for Air Force Installation Mission Support Center (AFIMSC) Detachment 2 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii/Pacific Air Forces. Relocation expenses are available; conditions apply. The work location is at JBPHH, Hawaii. Position qualifies for hybrid, with a regular scheduled time in office at JBPHH, and regularly scheduled time in remote office. This scheduled work arrangement will be defined and agreed upon between AFIMS Det 2 POCs and CEMML, and outlined in a teleworking MOU with CSU HR.
The NR Planning & Compliance Specialist provides technical assistance supporting installation, regional, and enterprise-wide environmental program management and natural resources programs and initiatives for the Pacific Area of Responsibility (AOR). This position will provide conservation and environmental technical expertise to review, analyze, and validate concept designs, scopes of work, reports, and other documents related to construction and enhancement projects, natural resources conservation and restoration, in accordance with conservation goals and requirements in installation Integrated Natural Resources Management Plans (INRMPs). The NR Planning & Compliance Specialist shall perform or review data collection, statistical analysis, enforcement action critical analysis, and validation; develop data trend analyses and technical solutions; troubleshoot systems and permit compliance, where applicable; and supply guidance and recommendations for annual updates to INRMPs and other media plans as they pertain to conservation goals and requirements. The NR Planning and Compliance Specialist is expected to travel a minimum of 2 to a maximum of 4 times per year, including internationally, to provide installation support in Pacific Area of Responsibility.
Must be able to communicate and interact with internal/external staff, Air Force officials, airmen, and the public in a professional manner. Work requires a high degree of independent judgment/decision making, technical writing and organizational skills, attention to detail, and people skills.

Required Job Qualifications
- Bachelor’s Degree in biological sciences, ecology, environmental planning, natural resource management, or related disciplines appropriate to the position
- Three (3) or more years of professional work experience in natural resources or conservation management, including project and compliance review, data analysis and reporting, synthesizing and reporting and reporting and reporting research results effectively.
- Expertise in one or more specific components of natural resource management on military lands (e.g., fish and wildlife management, conservation law enforcement, wetland protection, forest management, coastal zone and marine resources management, etc.)
- Experience working with a wide range of data and information, maintaining organized details- which includes categorizing, storing, and retrieving information efficiently, and consistently meeting deadlines by delivering high-quality work on time, showing reliability and dependability in managing responsibilities.
- Have a thorough understanding of most standard computer programs.
- Experience communicating technical information clearly and concisely, both orally and in writing.
- Must have a valid driver’s license or the ability to obtain a driver’s license by the start date.
- Must possess by the time of hire, the necessary documentation required for domestic and international travel.
- The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

- MS/MA degree in biological sciences, ecology, environmental planning, natural resource management, or related disciplines appropriate to the position.
- Highly qualified candidates will possess greater than three (3) years of professional work experience that demonstrate proficiency.
- Familiarity with Hawaiʻi Environmental Review Program (ERP) and/or Alaska Department of Environmental Conservation (DEC) regulations.
- Demonstrated expertise in natural resources regulatory requirements including Sikes Act; Endangered Species Action (ESA); Coastal Zone Management Act (CZMA); Marine Mammal Protection Act (MMPA); National Oceanic and Atmospheric Administration (NOAA) requirements; Floodplain Executive Orders; and Wetlands Executive Orders.
- Demonstrated experience with Air Force EIAP including implementing 32 CFR 989; Air Force Natural Resources Management including DAFMAN 32-7003; Integrated Natural Resource Management Plans (INRMPs); and/or compliance with environmental and natural regulations and related Executive Orders
- Experience in formal ESA Section 7 consultation, including writing, reviewing, and/or interpreting Biological Assessments and Biological Opinions
- Experience with National Environmental Policy Act (NEPA) and the compliance review process.
- Previous work experience in the Pacific region is preferred.
- Working knowledge of Geographic Information Systems (GIS).

- Provide NR technical support on conservation and environmental program management functions and operations such as Conservation, Natural Resource, and other applicable Federal, State and local laws and regulations, to include Department of Air Force and Department of Defense Policies and Guidance.
- Provide NR reach-back support to installations for Pacific AOR.
- Assist installations with identifying and implementing their INRMPs requirements, ensuring those are incorporated into their INRMPs annual or 5-year updates.
- Facilitate planning and overall technical expertise for all environmental programs.
- Assist in programming and strategic planning, management, scheduling and execution of projects.
- Support programming of needed projects at installations within the Pacific AOR.
- Assist in the definition of requirements and the development and integration of execution strategies.
- Assist in developing and reviewing Statements of Work (SOW), and other components of acquisition packages in support of installation mission.
- Provide support to installations regarding legality of natural resources regulatory requirements including Sikes Act; Endangered Species Action (ESA); Coastal Zone Management Act (CZMA); Marine Mammal Protection Act (MMPA); National Oceanic and Atmospheric Administration (NOAA) requirements; Floodplain Executive Orders; and Wetlands Executive Orders.

- This position will be expected to communicate with all levels of management and coordinate/collaborate with multiple individuals, organizations, and internal/external groups and stakeholders.
