SUMMARY:  Under the general direction of the Vice President of Community Programs & Services, the Youth, Teen and Arts Director administers and oversees the management of day-to-day operations in the Art Center, Youth and Teen Center, School Age Services, Camps, and Archives.  The Youth, Teens and Arts Director plans, develops, implements and evaluates comprehensive and complex community services programs and services, assists in developing and implementing long-term goals and providing visionary leadership. The Youth, Teen and Arts Director assists in the development of administrative policies and procedures for Columbia Association as a member of the CP&S leadership and assists in managing the department in the absence of the Vice President.      ESSENTIAL FUNCTIONS / JOB RESPONSIBILITIES:   Leads in conceptualizing, planning, implementing, monitoring and evaluating major programs and services for youth, teens and adults.   Develop work plans and evaluation tools to measure and track goals and benchmarks. Represent Columbia Association in meetings with strategic partners as directed by leadership. Oversee the day-to-day operations of the Art Center, School Age Services, Camps, Youth and Teen Center and the Columbia Archives. Coordinate operations with other Columbia Association (CA) Departments, public, school administration staff and county government where applicable.  Ensures the facilities, programs and services meet all Federal, State, and local government regulations/codes, and are in full compliance with licensing obligations.  Conducts long range planning and develops appropriate policies and procedures  Team Member Supervision  Evaluate and Counsel: Assess work performance and provide guidance for improvement  Talent: Oversee the recruitment, hiring, and training of staff. Initiate corrective actions when necessary.  Ensure Training Compliance: Guarantee that team members meet all training requirements.   Promote Inclusivity: Foster a positive, diverse, culturally competent, and equal opportunity employment environment. Leadership Participation: Collaborate with the CP&S senior leadership team to establish, communicate, and achieve the department and organization's vision, goals, and strategies. Support Communication: Facilitate employee communication to ensure understanding of the Columbia Association’s strategic direction. Works closely with resident advisory committees and participates in the community through various committees and work teams.  Assist in developing, monitoring and managing department budget and prepare capital budget requests.  Control expenditures according to approved budget; approve purchases and obtain bids and pricing quotes according to e Columbia Association’s Procurement Policies. Identify, obtain and monitor grants or other sources of funding. Design and develop future facilities, services, and programs for implementation on an as-needed basis.  Ensure all facilities, programs and services are managed or implemented in a manner in support of CA’s sustainability efforts. Adheres to all Columbia Association policies and procedures.    Additional responsibilities:  Use computers, systems and related equipment in a stand-alone or local area network environment.  Communicate effectively verbally and in writing to team members, customers, officials, agencies, CA Board and companies. Develop solutions to complex issues where answers and solutions are not readily apparent.  Gather, research, compile, organize and analyze complex information. Research, compile, and organize information, and prepare and maintain accurate records, files, and reports.  Works with Communications and Marketing departments to develop and implement marketing and recruitment plans for program.  Organize and work on multiple tasks and complete assignments within specified deadlines.  Performs other duties as assigned.  Promotes a positive and professional image of the program.  Qualifications and skills:  Ability to work in teams, participate in cross-departmental planning, and work with a diverse group of stakeholders.  Ability to handle multiple priority projects and meet established timelines and reporting requirements.  Strong written and oral communications skills  Excellent analytical, presentation, and leadership skills  Proven experience in supervision and personnel management  Strong conflict resolution and problem-solving skills.  Ability and willingness to travel and work non-standard hours, including evenings, weekends, and holidays, as needed and attend community events.  Ability to travel to industry conferences and shows and to critique similar facilities and programs throughout the country    Education/Experience:  College degree in business, recreation management, education, public administration or a related field. An advanced degree is preferred.  A minimum of 6 years full-time experience in supervision and/or managing youth and teen community programs, facilities or services.   Thorough knowledge of MSDE regulation, NAEYC and NAA standards, MDH Youth Camp regulations and the Americans with Disability Act.   Experience managing operating budgets of at least $5,000,000  Proven ability to develop and implement training programs.    Licenses and Certificates   Must have or be able to obtain current certification in First Aid & Community CPR.  Must submit to a criminal background investigation and be fingerprinted.    Must possess Maryland driver’s license and maintain good driving record.  Must have or be able to obtain current Child Care certification     Physical demands:  Ability to walk, stand for long periods of time, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, and climb without difficulty.  Capability to lift and carry up to 50 lbs. without assistance.    Work environment:  Conditions include working indoors and outdoors, working closely with others, working alone, working irregular or extended hours, and traveling to other worksites by car, van or bus.  Equipment used includes computers and other modern technology.   Position may require extended hours including evenings and weekends.    The salary range for this position is $98,072 to $147,056. The actual salary offered will depend on the overall qualifications of the individual applicant for the position and the budgeted amount for the role.
