POSITION SUMMARY
The purpose of this position is to inspect Stormwater infrastructure in the Municipal Storm Sewer System (MS4) and conduct other tasks required by the Columbia County Stormwater Management Plan.
Guidelines include Federal and State rules and regulations and the Columbia County Code of Ordinances. The guidelines are relatively clear and specific but may require some interpretation.
Work is performed mostly outdoors and occasionally in cold or inclement weather. The work exposes the employee to dust, dirt, grease, etc., and sometimes to machinery and its moving parts. Work also involves depths of manholes and/or their close environments. Work requires the use of protective devices, such as gloves, boots, and hard hats.
Contacts are typically with co-workers, other Departments, developers, utility companies, citizens and general public.
The incumbent is required to have a valid driver’s license.
Physical demands include sitting, standing, walking, bending, crouching, stooping and climbing. Work requires lifting both light (less than 25 pounds) and heavy (more than 25 pounds) objects. Contacts are typically with contractors, engineers, developers, utility companies and co-workers.
PRINCIPAL ACCOUNTABILITIES
- Conducts inspections of the Stormwater infrastructure in the Municipal Storm Sewer System (MS4) and conducts other tasks required by the Columbia County Stormwater Management Plan.
- Camera vac operations and documentation to assure compliance with county and state codes/specifications and makes recommendations for changes as required.
- Completes daily reports of work completed in each location, prepares and submits reports on completion.
- Processes any documentation, reports, logs, paperwork, summaries or correspondence relevant to inspections and investigations.
- Responds to complaints by citizens; evaluates same to determine county responsibility.
- Notifies management when there is anything found in the area of non-compliance with County, Federal and State regulations, codes and specifications.
- Maintains effective professional working relationships with other co-workers, departments, utility companies, post offices, developers, engineers and the general public.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of Federal, State and County codes, laws, regulations and ordinances relating to the Stormwater infrastructure.
- Knowledge of the methods and documentation, storage of documentation, reports, and all inspection findings relating to the Stormwater infrastructure.
- Skill in reading and interpreting GIS & plans/maps, blueprints and specifications of the Stormwater infrastructure. .
- Skill in maintaining effective working relationships with elected officials, co-workers, contractors, engineers, developers, utility companies and property owners.
- Ability to communicate effectively both orally and in writing. Computers Skills are required for this position.
DESIRABLE TRAINING AND EXPERIENCE
High School diploma or equivalent is required. One year specialized training or experience in inspections, and the construction field are desired. A valid driver’s license is required.
A combination of education and/or experience may be substituted for minimum requirements
