Summary :
Responsible for managing the Health Information Management (HIM) department at CRMHS and the staff and interns working within the department. Create a trusting and open environment for agency staff, agency partners, and clients to report HIPAA, 42 CFR Part 2, and other confidentiality matters. Have a strong understanding of State and Federal regulations and ethics to ensure all matters are being followed appropriately. Supports Deputy Chief Policy and Compliance Officer (DCPCO) on compliance matters, including HIPAA, federal / state / local regulations, and policy and procedures. Ensures agency is following record retention and release protocols following statutory requirements and trains all agency staff on following those requirements. Will perform investigations and recommend corrective action regarding HIPAA and 42 CFR Part 2 grievances and violations.
Essential Job Responsibilities :
- Ensures tracking mechanisms are appropriately followed and documented by staff and may develop tracking mechanisms, as needed
- Performs data quality management reviews, including inputting information and ensuring data is correct in various Electronic Health Record Systems
- Ensures CRMHS meets HIPAA and 42 CFR Part 2 compliance, including providing training, running tracking reports, and conducting investigations to breaches
- Implements and tracks Health Information Exchange (HIE) programs and other Personal Health Information exchange software
- Resolves client concerns and grievances regarding department and HIPAA and / or 42 CFR Part 2 for agency
- Track and ensure compliance with guardianship and Power of Attorney regulations and provide support to departments with questions
- Ensure department is meeting uploading and record release productivity expectations
- Provides training and support for agency to meet HIPAA, 42 CFR Part 2 and other privacy and confidentiality regulations
- Ensures all invoices and other billing requirements for department are appropriately submitted
- Assist in coordinating reports, protocol adherence, and data collection for confidentiality and grievance processes;
- Provides input to quality improvement team to communicate process changes and identify training opportunities
- Assist in the timely delivery of communications / distributions and schedule updates for contract, State, and Federal regulation changes
- Prepares reports, presentations and statistical analysis for department projects using organizational databases and report writing tools for change initiatives
- Assist in preparing for audits, including reviewing record for compliance with county, state, and federal regulations
- Participates in ongoing activities or projects as assigned that support growth and program development related to patient access to care and the overall quality of care
- Assists DCPCO in writing policies, procedures, and protocols for HIPAA, 42 CFR Part 2, and department and provides training on the policies and procedures
- Provides coverage for record requests and email correspondence for department, as needed
- Facilitates department workflow and coordinates department staff duties, as needed
- Complete and track Business Associate Agreements and Qualified Service Organization Agreements, as needed
- Perform purging of files, as needed, to meet CRMHS policy and procedure
- Use various HIPAA and 42 CFR Part 2 compliant request tools, such as Foxit E-Sign and NeoCertified secure email and track staff
- Ensures timely submittals for reporting of LRAs, Clark County Probation, notifiable conditions, and other routine requests.
- Coordinate with external agencies regarding compliance and recruiting needs
- Supervise and train department staff and interns regarding HIM department tasks
