Job SummaryBreastfeeding Peer Counselors are a current or previous WIC client who has successfully breastfed her child or children and wishes to provide support and education so that other mothers can achieve their breastfeeding goals. Peer counselors receive in-depth lactation and breastfeeding training before providing services. They receive continuing education to build their skills and knowledge during their employment. The core of the peer counselor's role is to provide support and education to WIC clients beyond their current breastfeeding promotion activities. Peer counselors are hired as employees of Columbia Valley Community Health and are integral to the WIC team.Breastfeeding Peer Counselors shall meet the requirements and perform the duties described in the Columbia Valley Health WIC Breastfeeding Peer Counselor Job Description. These activities fall into four categories : training and education, clerical tasks, client services, and breastfeeding promotion. Peer Counselor activities shall be conducted in the WIC office and from the Peer Counselors' home using a company-provided cellphone and a state-provided laptop. Peer Counselors shall be available to clients during days and times when offices are generally closed, including evenings, weekends, and holidays.Job Specific Competencies1. Enthusiasm for breastfeeding and helping mothers.2. Previous or current breastfeeding experience.3. Connections to the same community as her clients.4. Have a work history that doesn't include professional training (paraprofessional background).5. Flexible schedule allows for working part-time in an office and part-time from home, including a commitment to make and respond to client contacts outside normal WIC clinic hours.6. Fluency in English when applying for a bilingual position.7. Good verbal, written, and computer skills.8. Similarities with the WIC population served including ethnic background, age, and spoken language.9. Clerical activities are tasks peer counselors do that do not involve direct client contact. Approximately 25-35% of the peer counselors' total time shall be used for counselors' clerical tasks.10. Completing and submitting the Weekly Activity Report accurately and promptly.11. Managing Referrals : a. Retrieving, prioritizing, and organizing client referrals.b. Documenting client referrals and contact efforts in CASCADES.c. Exiting non-responsive referrals.12. Managing site-specific master client lists and activity logs.13. Preparing and mailing letters, information, and certificates.14. Working on special projects.15. Managing CVCH email and social media.16. Participating in required meetings.17. Completing Quality Improvement training and requirements per CVCH and Washington State WIC policies and trainings, including, but not limited to :

  • HIPPA / Client Confidentiality
  • Civil Rights
  • Employee Health Screenings
  • Infectious Disease / Blood-borne Pathogens
  • Mandatory Reporting for Child Protective Services18. Client activities are those tasks involved in providing direct client services. Most of the peer counselors' time shall be spent providing direct client services. These activities include : 19. Generating referrals.20. Activating referrals.21. Making and maintaining contacts with active clients.22. Documenting client contacts and charting content of contact and brief noes in CASCADES when appropriate.23. Understanding, complying with and carrying out referral / yield protocols.24. Assisting clients during office visits, breastfeeding classes, and support groups and documenting the content of these contacts.25. Conducting Breastfeeding Reviews in person or over the phone. Peer counselors cannot prescribe food packages.26. Issuing breast pumps per CVCH clinic policy. Note : Peer Counselors do not manage breast pump inventories, track breast pump issuance, or provide on-going cleaning and maintenance of breast pumps.27. Exiting previously active clients.General Duties and Responsibilities1. Performs other duties and tasks as assigned by supervisor.2. Expected to be prepared to start shift at scheduled time, meet attendance standards, and work the hours necessary to perform the essential functions of the job.3. Follows all safety policies and general housekeeping practices. Ensures the area and its equipment and supplies are neat, clean, safe, and utilized appropriately at all times, and participates in emergency drills.4. Demonstrates sound work ethics, flexible, and shows dedication to the position and the community.5. Demonstrates a positive attitude, is respectful, and possesses cultural awareness and sensitivity toward clients and co- workers.6. Keeps customer service and the mission of the organization in mind when interacting with all clients, co-workers, and others.7. Employees are expected to embrace, support, and promote the core values of respect, integrity, trust, compassion, and quality which align with the CVCH mission statement through their actions and interactions with all patients, staff, and others.8. Conforms to CVCH policies and Joint Commission and HIPAA regulations.Job Specifications1. Education : High school diploma or GED.2. Certification / Licensure : Basic Life Support (BLS) required.3. Experience : Current or previous WIC client who has successfully breastfed her child or children.4. Essential Technical / Motor Skills : Knowledge of computer applications and equipment related to work. Must have basic computer and keyboarding skills and have the ability to enter data within company's computer system to include strong knowledge in MS Word / Excel; must demonstrate manual dexterity. Exhibit strong customer service skills, strong process improvement background. Bilingual in English / Spanish required.5. Interpersonal Skills : Strong interpersonal and communication skills and the ability to work effectively with other staff and management. Demonstrated skill in developing and maintaining productive work teams. Ability to demonstrate personal integrity in all interactions.6. Essential Physical Requirements : This job is performed mostly in a typical inside, office environment. Essential physical requirements of this job include : light physical effort; repetitive motions of wrists, hands, and / or fingers; standing, walking, lifting, reaching, kneeling, bending, stooping, pushing, and pulling; frequent sitting; lifting and / or moving items up to 50 pounds, with assistance as needed; ability to read forms and computer screens and to read correspondence and other documents.7. Essential Mental Abilities : Ability to make decisions in line with state and federal regulations; ability to read, comprehend, and analyze documents, regulations, and policies; ability to prepare and submit complete and succinct documents necessary to the job. Ability to assess and evaluate, have attention to detail. Knowledge of auditing and compliance procedures, quality assurance and improvement practices, understanding of the elements of sponsored clinical protocols including consent forms, and reporting requirements. Problem solving and analytical skills are required with a heavy emphasis on detailed analysis of information to support actions.8. Essential Sensory Requirements : Essential sensory requirements include the ability to : read computer keyboard, monitor, and documents; prepare and analyze documents; read extensively; see, recognize, receive and convey detailed information orally, by telephone and in person; convey accurate and detailed instructions by speaking to others in person and by telephone.9. Exposure to Hazards : Worker is subject to inside environmental conditions on a frequent basis with moderate noise. Typical working conditions found in most administrative work areas.
