This position assists in the administration and supervision of the collection of tax revenue.

 

  • Directs, manages, and supervises the operations of the Delinquent department.
  • Manages and reviews all properties identified for levy sale, including bankruptcy claims. 
  • Prepares, reviews, and submits various reports, reconciliations, work papers, communications, schedules, tables, and/or statements to and from internal and external departments, financial institutions, and agencies. 
  • Makes decisions as related to function, policies, procedures, checks and balances, and overall operating efficiency of the department.  
  • Records and cancels FiFas with the Clerk of Superior Court to remain compliant with State laws and regulations. 
  • Coordinates, plans, and participates in special projects related to delinquent activities to collect delinquent taxes and re-introduce properties to the current county tax digest. 
  • Researches, interprets, updates, and maintains a variety of FiFa and delinquent records as well as coordinates requests for excess funds generated from sheriff’s levy sales. 
  • Acts in the capacity of Deputy Ex-Officio Sheriff; seizes and accounts for seized levied property. 
  • Ensures compliance with federal, state, and local codes and ordinances. 
  • Establishes division policies and procedures; revises and develops ordinances as needed.  Interviews, hires, and trains employees; plans assigns, and directs work; appraises performance; rewards and disciplines employees; addresses complaints and resolves problems.
  • Drafts correspondence for the Tax Commissioner’s signature; answers requests from attorneys, consultants, other cities/counties, and governmental agencies. 
  • Acts as liaison between general public and service-oriented departments; investigates taxpayers’ complaints and concerns. 
  • Represents the department in communication with other agencies, boards, committees, and private organizations. 
  • Assists in the collection of tag, title, real property, and personal property taxes in accordance with state law. Reviews, responds to and processes sensitive legal documents regarding Civil Lawsuits and bankruptcies. 
  • Collects taxes from businesses before their closing; performs Jeopardy Assessments with short notice. 
  • Responds to requests and concerns from citizens, Council, Mayor, Tax Commissioner, and administrative and elected officials. Performs administrative duties in support of office operations; maintains inventory of office supplies; coordinates repair and maintenance of equipment; assists in the development and management of the annual budget; posts and maintains notices of office closure in accordance with state law; oversees office security.  
  • Analyzes program requirements to effect the most efficient and economical utilization of available resources; informs Tax Commissioner of findings and makes recommendations as needed.

 

  • Knowledge of relevant state and local laws, regulations, and ordinances and departmental policy including sales tax codes and exemptions, use tax, and similar regulations.
  • Knowledge of Department of Revenue regulations and accepted delinquent tax procedures.
  • Knowledge of federal bankruptcy laws.
  • Knowledge of the principles of records management.
  • Knowledge of standard business arithmetic.
  • Skill in developing and implementing policies and procedures.
  • Skill in problem solving and decision making.
  • Skill in management and supervision.
  • Skill in operating standard office equipment, computers, and related computer software programs.
  • Skill in oral and written communication.

  • Ability to analyze financial information; maintain and prepare reports in an orderly fashion.
Bachelor's Degree in Business, Accounting, Finance or Specialized Training in a related field is required. Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with one to three years experience or service.

  • Repetitive Motion – substantial movements of wrists, hands, fingers.
  • Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
  • Standing – for sustained periods of time.
  • Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.
