COLUMBUS COUNTY County Planning Director Whiteville, North Carolina

Performs responsible administrative and professional work in directing the activities of the Planning Department and serving as technical advisor to the Board of Commissioners and Planning Board.

Distinguishing Features of the Class :

An employee in this class directs all current and long-range community planning work for the county. Work involves serving as support to the Planning Board; enforcing and inspecting manufactured home park ordinances; conducting site plan review of subdivision plats to assure compliance with the county's subdivision ordinance; researching, reviewing, and preparing long-range planning documents and working with consultants on the development of the land use plan for the county; answering questions regarding land use rules and regulations in the county and preparing letters, maps, and other materials for the public regarding the issues; making presentations and answering questions at meetings of the Board of Commissioners; and communicating with the public about county planning projects. Significant time is spent responding to citizen requests for information. Work requires the application of considerable professional and technical knowledge as well as the ability to formulate programs and direct progress. The worker is subject to indoor and outdoor environmental conditions. Duties are performed under the administrative direction of the County Manager and under the technical direction of the County Planning Board.

Duties and Responsibilities :

Essential Duties and Tasks :

  • Serves as staff support to the Planning Board; prepares agendas, reports, and minutes; prepares and presents oral and written reports, including special maps, charts, and graphics, to assist officials in determinations.
  • Researches, reviews, and prepares long-range planning documents; conducts research to analyze trends; reviews and prepares analysis of materials for the preparation of land use plans.
  • Coordinates work with consultants in the preparation of land use plans; collects data and conducts meetings on planning issues.
  • Attends meetings and hearings of the Board of Commissioners to make presentations and answer questions regarding planning matters.
  • Inspects and enforces manufactured home park ordinances throughout the county, including annual inspections; responds to complaints; investigates and enforces the abandoned structure ordinance; works with Environmental Health and Building Inspections on related matters.
  • Conducts site plan review of major and minor and family subdivision plats and planned unit developments; reviews subdivision plats to assure that they meet specifications in the county's ordinance and to determine the level of approval needed; follows up with submissions to collect additional information.
  • Answers questions from the general public and professionals such as attorneys and surveyors regarding land use rules and regulations in the county and specifics regarding county ordinances.
  • Responsible for supervision of county planning and code enforcement staff.
  • Prepares letters, maps, and other materials for the public regarding land use questions.

Knowledge, Skills, and Abilities :

  • Thorough knowledge of the principles and practices of local and regional planning as applied to natural resources, population, cultural features, and other economic and social matters.
  • Thorough knowledge of county, town, state, and federal laws and regional planning and development.
  • Skill in the use of computers for compiling reports and developing presentation materials.
  • Skill in collaborative conflict resolution.
  • Skill in working with committees, task forces, and other groups and in public presentation.
  • Ability to write professional and technical planning reports and papers.
  • Ability to plan and direct a comprehensive planning program.
  • Ability to prioritize, manage, and organize a variety of planning activities.
  • Ability to establish and maintain effective working relationships with county officials and the general public.
  • Ability to communicate effectively in oral and written forms; to interpret planning policies to officials and the general public.
  • Ability to establish and maintain effective working relationships with contractors, developers, property owners, and other City staff.
  • Physical Requirements :

  • Must be able to physically perform basic life functions of reaching, standing, walking, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions.
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
  • Must possess the visual acuity to prepare and analyze data and figures, operate a computer, do extensive reading, and perform visual inspections.
  • Desirable Education and Experience :

    Requires graduation from an accredited college or university with a four-year degree in planning or a related field, preferably including a master's degree in planning, and some experience in professional city and / or county planning; or any equivalent combination of education, training, and experience.
