Responsibilities
Position Description:
Researches and negotiates procurements in a fast-paced environment. Applies specific functional, working, and general industry knowledge. Identifies, manages, escalates, and mitigates supply-based risks throughout the procurement life cycle in support of prime contract requirements, operational goals, and business strategy by effectively partnering with other functional groups in the supply chain. Creates and issues requests for proposals. Evaluates supplier proposals. Conducts pricing analyses. Negotiates license agreements, terms, and conditions, professional services agreements, and non-disclosure agreements. Creates procurement documentation packages while ensuring compliance with Contractor Purchasing System Review (CPSR) requirements and policies. Works independently with some guidance. May review or guide activities of more junior employees.
Qualifications
Required Qualifications:
• 5 years of experience as a procurement specialist, in support of a government prime contract(s)
• Experience with Contractor Purchasing System Review (CPSR) and the documentation requirements of a CPSR compliant procurement file; including small business subcontracting plans, cost accounting standards (CAS), the Truth in Negotiation Act (TINA), Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
• Experience evaluating requirements for procurements in support of government prime contracts, including flow-downs, special requirements and statements of work
• Experience with negotiating pricing, terms and conditions, professional services agreements, and non-disclosure agreements; risk mitigation
• Experience with the Buy American Act
• Experience with ITAR and EAR export compliance regulations
• Ability to multitask and prioritize based on demand of requirements or workload
• Possession of excellent verbal and written communication skills
• Possession of excellent organizational and problem-solving skills
• Bachelor’s degree in Business Administration, Contracting, or related major
• Due to the nature of work performed, U.S. citizenship is required.
Additional Qualifications:
• Experience with Costpoint, Cognos and SharePoint
• Experience with Microsoft Word, Excel and PowerPoint
• Experience evaluating software license agreements to ensure conformance with federal regulations, including End User License Agreements, GSAM, or GSAR
• Experience with PCARDS
