What are the responsibilities and job description for the Gaming Commissioner position at Colusa Indian Community Council?
THE POSITION:
Responsible for the daily operations of the Colusa Tribal Gaming Commission. Supervises and annually evaluates the Directors of Compliance, Gaming Secretary, Internal Auditor, Surveillance, Inspectors and Background Departments. Works closely with Gaming Commissioners and upper management of Casino Management.
The incumbent is expected to work in accordance with the mission, purpose, and values of the Colusa Indian Community Council.
ESSENTIAL DUTIES and RESPONSIBILITIES:

- Hire, train and evaluate Commission personnel;
- Monitor staff performance to ensure compliance to Commission policies and procedures;
- Develop and implement Commission policies and procedures;
- Inspect, examine and monitor all gaming activity conducted by the Tribe;
- Conduct investigations for compliance with all applicable laws, the Colusa Tribal Gaming Ordinance, contracts, agreements and other matters related to gaming activity;
- May make Gaming Commission decisions as needed;
- Attend hearings, take testimony and receive evidence on licensing and compliance issues;
- Suspend or revoke licenses or permits for cause;
- Issue fines or otherwise takes punitive action on licenses or permits as provided for in the Tribal Ordinance or in IGRA;
- Review and recommends changes to internal controls issued by Casino operations to the Gaming Commission;
- Assist in completion of annual external audit;
- Assist with Gaming Commission Budget;
- Oversee all supply ordering within the Gaming Commission Dept.;
- Ensure all fees are paid to the NIGC;
- Must pass initial drug screen and random drug test conducted thereafter;
- Maintains high confidentiality standards at all times. Is required to sign a confidentiality statement upon acceptance of employment;
- May perform other duties commensurate with the functions and level of the position.
MINIMUM QUALIFICATIONS:
- Education: Bachelor’s degree from a four-year college or university, preferred.
- Experience: Minimum five (5) years Casino operations experience including five (5) years of supervisory responsibility or related experience and/or training, or a combination of education and experience. Gaming experience at a management level preferred.
- Licensing and Other Qualifications:
- Must be 21 years of age.
- Must meet standards established for a gaming license.
SUPERVISORIAL DUTIES: Oversees the TGA Department
ADDITIONAL KNOWLEDGE, SKILLS, and ABILITIES:
- Must have thorough understanding of the rules, policies and procedures and internal controls for the games offered by the gaming establishment.
- Strong verbal and written communication skills.
- Strong organizational and time management skills.
- PC knowledge.
- Ability to maintain visual attention and mental concentration for significant periods of time.
- Ability to solve complex problems and deal with a variety of concrete and abstract variables in situations where only a limited standardization exists.
- Working knowledge of NIGC regulations and the Colusa Tribal Gaming Ordinance.
- Ability to analyze numerical data.
- Dedicated hard worker with ability to report to work on a daily basis.
PHYSICAL REQUIREMENTS:

- Must be able to stand; walk; sit; use hands to finger, handle, or feel for an extended period of time.
- Must occasionally lift and/or move up to twenty-five (25) to fifty (50) pounds.
