SUMMARY
This position is responsible for utilizing the functions and activities associated with the appraisal of residential property including; inspection, data collection, and application of appropriate valuation techniques; performing field visits to gather pertinent appraisal information for use in determining market value; updating appraisal records as needed; conducting informal hearings; representing the district in Appraisal Review Board (ARB) hearings and arbitrations. Must obtain an acceptable level of knowledge in principles and practices of real estate appraisal ensuring every appraisal is handled in a proper, fair, equitable and unbiased manner and providing exceptional customer service.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Conducts inspections; accurately gathering property characteristics, topography information, functionality, physical conditions, zoning, and other features affecting or influencing the valuation of the property.
- Accurately measures, draws, and photographs assignment; preparing written reports and ensuring property appraisal data reflects current features.
- Uses building permits and on-site inspections to update property appraisal records.
- Ensures all field data gathered is accurately entered into the Property Appraisal and Collection System.
- Ensures that all residential valuations are in accordance with International Association of Assessing Officers (IAAO) guidelines and USPAP, as well as in compliance with the Texas Property Tax Code and the State Comptroller Rules.
- Prepares written correspondence to property owners requesting pertinent appraisal information or property access.
- Requires communicating and/or meeting with property owners and/or their agents to discuss and/or settle property valuation, the property tax system, or other issues.
- Represents the District at the Appraisal Review Board hearings.
- Responsible for adhering to the confidentiality laws per the Texas Property Tax Code.
- Responsible for maintaining records in accordance with the District’s records control schedule.
- May represents the District at arbitrations and shall assist in arbitration preparation.
- Regularly communicates with management on appraisal issues; offering solutions or soliciting feedback.
- May provide recommendations on short term goals for residential properties.
- May investigate and document property sampled in the Property Value Study (PVS) conducted by the state comptroller.
- All other duties as assigned by supervisor.
- Attendance is an essential function of the job.

MANDATORY QUALIFICATIONS
Successfully complete a 90-day introductory period. Must be proficient in public and professional contact and have the ability to select and evaluate data and, prepare clear and concise reports of findings. Employee must have excellent mathematical, analytical, administrative and communicative skills. Must possess a valid Texas Drivers License, vehicle and have proof of auto insurance.
EDUCATION and/or EXPERIENCE
Graduate of an accredited high school or equivalent; some college desirable with special work in real estate, appraising, marketing, or business-related courses. Employee must be registered with the Texas Department of Licensing and Regulation (TDLR) working toward a Registered Professional Appraiser (RPA) designation and at least completed and passed their level III course work and exam. Continued employment contingent upon completion of all required courses within the time frame established by TDLR. Must successfully complete the training goals set out in the Comal Appraisal District Appraiser Training Plan.
