The District of Columbia Commission on Judicial Disabilities and Tenure seeks a highly focused, mission-driven, collaborative, team-oriented, detail-oriented, tech-savvy individual with excellent writing skills to serve as its Special Assistant.
The Commission is an independent agency, established by Congress, whose mission is to maintain public confidence in an independent, impartial, fair, and qualified judiciary, and to enforce the high standards of conduct judges must adhere to both on and off the bench for judges in the District of Columbia Courts.
The incumbent is responsible for supporting the Chairperson, Executive Director, as well as other appointed Commissioners and the Commission’s independent Special Counsel on a range of day-to-day and other sensitive matters. The incumbent is responsible for planning, developing, initiating, coordinating, and conducting a variety of special assignments, other duties.
About the Commission
The Commission is comprised of seven volunteer and seasoned professionals, appointed by the President of the United States, the Mayor of the District of Columbia, the City Council of the District of Columbia, the Chief Judge of the United States District Court for the District of Columba, and the Board of Governors of the District of Columbia Bar. The Commission is supported by a small, highly skilled staff including an Executive Director, the Special Assistant to the Chairperson and the Executive Director, as well as outside advisors, including an independent Special Counsel and a medical consultant. Under its statute, the Commission also receives services from other DC agencies.
The Commission’s other statutory responsibilities includes, among other things: (1) evaluating and responding to judicial conduct or health concerns; (2) conducting judicial performance reviews for associate judge reappointments and requests for recommendations on initial appointments and reappointments of senior judges; (3) overseeing annual financial disclosures; (4) engaging with the DC Courts and their leadership on matters that impact judicial performance and ethical considerations; and (5) maintaining public awareness of the Commission, its jurisdiction and statutory responsibilities.
Duties and Responsibilities
The incumbent serves as a point of contact, liaison, and support for the Chairperson and the Executive Director on day-to-day matters, such as meeting planning, court matters, community and stakeholder engagement that supports the Commission’s mission and its execution of statutory responsibilities
Supports the Chairperson through the Executive Director, other appointed Commissioners, and the Commission’s independent Special Counsel on a range of tasks, such as: preparing, drafting, and proofing written correspondence, memoranda and reports, conducting research, managing records and documents, and maintaining budgetary appropriations.
Manages and oversees records management protocol, policies, and procedures in addition to the evaluation and enhancement of records management systems.
Provides support on records management and legal matters related to the conduct and fitness reviews of judges.
Assists with budget and financial management, contract administration, procurement, and data management and other duties as assigned.
Provides major project support on the Commission’s modernization project, including digitization of records and development of software to automate certain activities, track trends, evaluate precedent.
Analyze court records and other data, conducting legal research, and drafting of various legal documents and memoranda. Supports and oversees file management.
Assists with complaint intake, including documentation and performance of initial investigative tasks, including contact with and aiding the documentation of information from complainants and witnesses, as directed. Organizes relevant information to provide timely factual analysis and prepares clear and concise reports. Assist with analyzing issues to identify potential legal problems and make recommendations consistent with Commission statutory mandates and direction.
Assists with administrative and financial management on the Commission’s budget, the management, oversight, and execution of inter-agency agreements, the review and processing of invoices to assure compliance with District policy, and assisting with budget planning, execution, and reporting. Assists with the preparation of reporting, as needed, regarding the same.
Develops office policies, procedures, and guidance, as needed, for effective administrative and governance controls.
Qualifications and Education
Specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.
Some legal training is preferred but not required.
Working Conditions/Environment
Work is typically performed in an office setting. The work includes the everyday risks and discomforts typical of offices and meeting rooms.
The incumbent may be required to visit other locations from time to time.
