Summary You will serve as a EXECUTIVE DIRECTOR in the NAVAL DISTRICT WASHINGTON DIVISION of HDQTRS NDW. Responsibilities You will advise senior leaders on evolving issues, concerns, or deficiencies that impact an organization's ability to meet its mission. You will confer with customers to modify or develop administrative and personnel management processes that will meet their needs. You will allocate funds to accomplish ashore training and readiness program goals. You will assess the effectiveness of an organizational structure (e.g., manpower requirements, functional breakdown) to recommend changes and facilitate improvement. You will assess hazards in conjunction with technical specialists or program managers to develop regulations and procedures to incorporate into operational procedures Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1) Advising and assisting the Regional Commander by maintaining familiarity with shore installation management matters of major significance within the Command, and advising the Regional Commander in making decisions necessary to ensure adequacy and advisability of proposed policies and programs; 2) Overseeing and directing the efforts of military officers and civilian Regional Program Directors and their staffs that are responsible for providing and executing a complete array and execution of functions associated with Base Operation Support; 3) Representing the Command as directed, in speeches, public appearances and other visits for regional issues that have a high degree of public and political interest; 4) Representing the Region at conferences, various meetings, planning boards, etc.; 5) Relieving the Regional Commander of demands upon his / her time by receiving public officials and private citizens, discussing proposed Command policies and programs, and explaining the position of the Command relative to regional matters within the scope of functional responsibilities; 6) Directing studies, investigations, and analyses to determine whether objectives are appropriate and being met, methods are effective, and that the organizational structure and communication facilitates organizational progress; 7) Developing initiatives and solutions to problems identified throughout evaluations.
