The Project Manager will perform a variety of tasks to lead and direct the work of others from start to finish on state and federally compliant right-of-way acquisition and relocation projects to which they are assigned. They will be responsible for the development of work relationships with new clients, proposal creation, scope development, contract negotiation and change orders once the project is underway, maintaining budgets, schedules, reporting and all detail, and overseeing and troubleshooting the productivity and relationships within their team. A high degree of creativity is expected, and as such, a wide latitude will be extended. The Project Manager typically reports to a Senior Project Manager and/or owner. They will be responsible for enhancing the organization’s reputation by accepting ownership for accomplishing new and different requests as well as exploring opportunities that add value to the company more broadly. They will be directors and developers of communications systems, protocols, risk assessments, reducing cost and schedule risk, and ultimate administrators of acquisition and relocation programs.
Responsibilities/duties
- Meet with clients to take detailed ordering briefs and clarify specific requirements of each project
- Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
- Create project scope
- Create project schedule
- Create project budget
- Develop cost estimate
- Contract negotiations and implementation
- Negotiates good contract pricing with vendors
- Client contracts
- Understand insurance and liability clauses
- Oversee invoicing
- Manage relationship with the client and all stakeholders
- Establish and maintain relationships with third parties/vendors
- Title sub/order title reports/survey/environmental/appraisal
- Develop comprehensive project plans to be shared with clients as well as other staff members
- Develop a detailed project plan to monitor and track team performance
- Coordinates internal resources and third parties/vendors for the flawless execution of projects
- Ensure resource availability and allocation
- Develop staffing plan in advance of the project
- Coordinate with HR to requisition new hires
- Interview applicants
- Coordinate with HR to process new hire and generate an onboarding/training plan
- Delegate project tasks based on junior staff's individual strengths, skill sets and experience levels
- Staff management
- Assign work, manage performance, and ensure delivery
- Draft corrective action plans if necessary
- Annual performance reviews
- Recommendation for staff raises and bonuses
- Manage changes to the project scope, project schedule and project costs using appropriate verification techniques
- Meet budgetary objectives and make adjustments to project constraints based on financial analysis
- Ensure that all projects are delivered within schedule, scope, and budget
- Track project performance, specifically to analyze the successful completion of short and long-term goals
- Measure project performance using appropriate tools and techniques
- How to use available reporting
- Create and maintain comprehensive project documentation
- Draft project management plans/RAMPS and other work plans
- Develop project management reporting to view all phases of project progression
- Report and escalate to management as needed
- Perform risk management to minimize project risks
- Develop a risk register
- Continual use and development of leadership skills
- Develop spreadsheets, diagrams and process maps to document needs
- Attend conferences and training as required to maintain proficiency
- Perform other related duties as assigned
Qualifications/Requirements
- Bachelor’s degree or equivalent work experience in appropriate field
- At least two to four years’ proven work experience in project management or related area
- Familiar with a wide variety of right-of-way concepts, procedures, and practices
- Must demonstrate strong oral and written communication skills, both with clients and internally, show a high degree of professionalism, and be resourceful and proactive in dealing with obstacles that arise
- Impeccable organizational skills, high attention to detail, ability to maintain focus when switching tasks quickly
- Proficiency with personal computers and strong working knowledge of Microsoft Office Suite
- Ability to work independently and remotely in various locations inspecting buildings and land, travel throughout the state, and sit or stand for long periods of time
- Proficient at developing and tracking budgets
- Demonstrated experience in a leadership capacity to coach and supervise a project team
- Ability to manage and procure personnel resources to staff projects appropriately
- Ability to prioritize and complete assignments accurately and in a timely manner
- Availability for occasional evening and weekend work to meet project deadlines or special events
- Maintain confidential nature of communications
Preferred Qualifications
- Project Management Professional (PMP) / PRINCE II certification
- Three or more years demonstrated successful negotiation experience in the right of way profession
- Current Real Estate and/or Notary Public licenses in relevant state(s)
- Acquisition and/or relocation experience under the Federal Uniform Act
- Multilingual
