Kentucky Department of Veterans Affairs (KDVA) is located in Frankfort, Kentucky and oversees five long term care facilities for veterans, five cemeteries for veterans and benefits coordinators in all regions of the state. The agency has several outreach and service programs serving veterans to include homeless veterans, women veterans and veterans seeking employment.
Responsibilities
KDVA is looking for a career-minded, self- motivated and energetic Budget Manager to work in our Frankfort Office, who will advise the Commissioner on the agency’s budget, capital projects and other fiducial matters; manage a budget team; lead budget and fiscal coordination and synchronization meetings; and assist or lead the formulation and execution of the agency’s budget strategy, and advise the agency’s executive directors on the analysis and resolution of the their directorates’ and divisions’ budgetary issues. Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Six years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or related field will substitute for the required education on a year-for-year basis.

Responsibilities include but are not limited to the following:
- Development, implementation, and execution of annual budgets.
- Provides oversight as well as executes and submission of biennial budgets.
- Provide fiscal oversight for agency.
- Research fiscal issues and policy matters for the agency.
- Develop and maintain all aspects of Management Budgets.
- Develop and run EBI reports for EMARS and KBUD.
- Oversee and perform tasks related to capital projects. Monitors capital projects for budgetary issues.
- Oversight of the allotments, increasing appropriations, and gathering documentation for budget variations.
- Advise leadership in the analysis and resolution of agency budget issues, capital projects and fiducial matters.
- Federal Drawdowns
- Create Delivery Orders (DO), Purchase Orders (PO) and Proof of Necessity Agreement (PON2) as needed.
- Lead budget and fiscal coordination and synchronization meetings.
- Manages a budget team.
- Procurement
- Perform other duties as required.
- Working knowledge of state budget process.
- Experience in eMARS and EBI reporting.
- Experience in KBUD.
- Attention to detail and problem-solving skills.
- Proficiency and experience in Microsoft Excel and Word.
