This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to a FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to a FFTL is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
By joining the Division of Oil & Gas as an Environmental Biologist I in Franklin County, you will have the opportunity to assist staff, operators, contractors and agency stakeholders in the implementation of the Methane Emissions Reduction Program. This position will also assist with the Federal Orphan Well Plugging Program. In this position you will be responsible for achieving compliance with the Endangered Species Act and National Historical Preservation Act requirements.
Holders of the Environmental Biologist I position will complete tasks such as:
Must be able to travel occasionally to field sites for assessment of potential impacts affecting ESA or NHPA compliance.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree in a biological, environmental or natural science, which includes at least thirty credit hours in the biological sciences.
EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in research, environmental impact assessment, or related environmental program areas.
Substitute EDUCATION for EXPERIENCE: Graduate work in the biological, environmental, or natural sciences will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: NONE

Work is typically performed in an office setting, laboratory setting, and in the field. In a lab setting, an employee in this job classification may be exposed to potential hazards related to laboratory conditions and supplies which may require the following of safety precautions.
In a field setting, an employee in this job classification may be exposed to adverse weather conditions and temperature variations, changes in terrain, snakes, insects, water borne pathogens, broken glass, rusted metal in streams, and hazards common to operation of electro-fishing equipment, all of which require the following of safety procedures.

Holders of the Environmental Biologist I position will complete tasks such as:
- Assist with the development of guidelines and procedures for making determinations of the impacts of permanent plugging for the Endangered Species Act and the National Historical Preservation Act.
- Assist with the prioritization process for marginal conventional wells and orphan wells in the Commonwealth.
- Conduct research and investigations into the project area and impacts permanent plugging will have on habitats, endangered species, historical artifacts, etc.
- Assist with administrative tasks including but not limited to uploading photos, writing reports, preparing power-point presentations, organizing files, etc.
- Collect and analyze scientific data related to the program and assist with reporting and presentations.
- Work closely with federal counterparts to ensure compliance with the grant requirements.
- Engage with stakeholders on various projects to coordinate site visits, plugging and reclamation of wells.
- Desired candidates possess the following requisite skills or experience applicable to the position:
- Knowledge of the Endangered Species Act (ESA) and National Historical Preservation Act (NHPA)
- Positive attitude and work as part of a team.
- Ability to work under pressure.
- Adapt to changing needs of the division.
- Knowledge of the oil and gas industry.
