The mission of the Kentucky Energy & Environment Cabinet (EEC) is to improve the quality of life for allKentuckians by protecting our land, air, and water resources by utilizing our natural resources in anenvironmentally conscientious manner. We do this by helping families connect with nature and preserving theCommonwealth's natural heritage; and by supporting innovative, resilient, and sustainable energy solutionsthat together bring economic benefit to the Commonwealth.
The Division of Waste Management, Solid Waste Branch Program is responsible for processing permitapplications, reporting documents, and fees for various types of waste management and disposal facilities. Theregulatory requirements for each type of facility vary depending on the waste.

Responsibilities include, but are not limited to, the following :
- Conducts engineering technical reviews of solid and special waste landfill applications usingengineering principles and best practices to determine compliance with applicable environmental laws andregulations.
- Performs landfill construction inspections, including subgrade proof-rolls, clay and synthetic liner,and leachate collection system inspections.
- Reviews liner, cap, and other engineering features construction progress reports (CPR). Determines ifCPRs are in compliance with approved plans, specifications, and regulations.
- Provides technical assistance to other department staff, owners and operators, citizens, consultants,other governmental agencies, and others.

Minimum Requirements
EDUCATION : See Special Requirements.
EXPERIENCE, TRAINING, OR SKILLS : Must have two years of engineering experience in addition to that required for licensure as a professional engineer.
Substitute EDUCATION for EXPERIENCE : Master's degree in engineering will substitute for one year of the required experience. Graduate work in engineering beyond a master's degree will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION : NONE
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.) : Must be licensed as a professional engineer by the Kentucky Board of Engineers and Land Surveyors . http : / / kyboels.ky.gov / . Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Working Conditions
Work is typically performed in an office setting. Travel throughout the state may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
