The mission of the Office of Administrative Services is to support our agency partners in fostering an understanding of and adherence to regulatory requirements and create a positive, supportive work environment that values all employees. The Division of Financial Management supports the agencies within the Energy and Environment Cabinet in accounting and federal grant activities.
We are currently searching for a candidate for a Graduate Accountant Manager.
This position will provide supervision of the Fiscal Branch. This includes professional accountants, grants administrators and other professional personnel in the preparation, review and approval of tasks that directly impact eMARs and reporting functionality for the Energy and Environment Cabinet.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree (which includes twenty semester hours or thirty quarter hours in accounting).
EXPERIENCE, TRAINING, OR SKILLS: Five years of professional accounting experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Professional experience in Kentucky State Government accounting will substitute for the education on a year- for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

Responsibilities Include, But Are Not Limited To
- Manages and supervises accounting and fiscal functions for EEC
- Oversee cabinet grant applications and federal grant management to ensure compliance with cabinet policies and federal agreements.
- Maintains accounting and budget elements within the eMARS statewide accounting system
- Oversees and manages the Cabinet's complex indirect cost allocation plan
- Plans and directs the supervision of all federal grant activities within the Cabinet
- Prepares and approves financial documents such as grant applications, federal financial reports, federal draw request, and accounting documents within eMARS.
- Coordinates and prepares the Cabinets fiscal year-end closing package and schedule of federal expenditures submission.
- Provides direct assistance to management of problems within staff and other organizational units.
- Reviews and approves standard operating procedures and policies.
- The ability to gather information, analyze, and problem solve.
- Possess strategic thinking and decision making abilities.
- Ability to prioritize and work on multi-projects at a time to meet required deadlines.
- Attention to detail being thorough and accurate in completing tasks.
- Proficient in using the statewide accounting system, eMARS, financial reporting, and Microsoft Excel.
- Excellent verbal, written, and communication skills.
- Ability to work cooperatively as part of a team and establish good working relationships with employees within the division as well as in other agencies.
