The Kentucky Registry of Election Finance is an independent agency of state government, established by the Legislature to ensure fair elections by way of oversight of campaign finances. The Registry has jurisdiction over campaign finance laws for all candidates and political committees and is responsible for providing daily guidance to those individuals and entities. The agency also provides training seminars concerning campaign finance, receives copies of filing papers from County Clerks and the Secretary of State, serves as the repository for all required reports, and verifies that all receipts and expenditures comply with campaign finance statutes.
The Legal Secretary will be a skilled member of the Registry’s staff who will perform legal secretarial work, and other duties as required.

EDUCATION: High school graduate.
EXPERIENCE, TRAINING, OR SKILLS: Four years of clerical experience.
Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year for year basis.
Substitute EXPERIENCE for EDUCATION: Clerical experience will substitute for the required education on a year for year basis.

The Legal Secretary will be a skilled member of the Registry’s staff who will perform legal secretarial work, and other duties as required.
Responsibilities Include But Are Not Limited To The Following
- Drafts pleadings, subpoenas, legal documents, and routine administrative forms for legal office; schedules appointments and maintains calendar for General Counsel and paralegal; logs in and distributes mail, oversees legal office filing system, and handles telephone duties for legal office.
- Coordinates delinquency and conciliation procedures for late filing of election finance reports; sends conciliation agreements, letters, and e-mails concerning settlement and penalties; and maintains database and tickler system for delinquencies.
- Compiles data relating to requests for information by the legislature or other governmental agencies and the public. Processes and responds to open records requests (including records certification); orders records from archives and sends records for storage on behalf of agency, keeps track of agency materials and records, and attends archive training when offered.
- Acts as Board Liasion – responsible for Board meeting preparation, execution, and followup. Prepares Board books and sends to Board, schedules court reporter, and sets up Boardroom.
- Maintains legal docket; processes advisory opinion requests; keeps tickler system for filing deadlines; maintains litigation and administrative calendars; and maintains notary certification for office use.
- Prepares administrative letters to candidates and political organizations for compliance with campaign finance laws, and otherwise communicates with them to further regulatory compliance.
- Performs other duties as assigned.
- Candidate must be a high school graduate.
- Candidate must have four years of clerical experience. Additional education will substitute for the required experience on a year-for-year basis. Clerical experience will substitute for the required education on a year-for-year basis.
- Proficient in Microsoft Excel, Word, PowerPoint, Outlook.
- Good problem solving, technical, and analytical abilities.
- Strong organizational skills and attention to detail.
- Strong communication skills both verbal and written.
- Self-motivated.
- Valid driver’s license is required.
EDUCATION: High school graduate.
