The Department for Medicaid Services (DMS) provides health care access for eligible low-income residents of Kentucky including children, families, pregnant women, the aged and the disabled as well as a number of programs and services directed at specific eligibility and medical needs. The Department for Medicaid Services, Division of Fiscal Management is responsible for maintaining accountability for the use of federal and state resources in a way that assures access to appropriate, medically necessary, quality health care for all participants of the Medicaid program.
Responsibilities And Duties Included But Not Limited To
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of experience in Medicaid or Medicare program administration, health insurance administration/systems, eligibility systems, health care research, health care planning, health care financial management, health care policy development, human service or health care administration, insurance billing and/or claims, or research, review, and analysis of legislation or regulations.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Experience in the above areas will substitute for the required college on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for year basis.

Responsibilities And Duties Included But Not Limited To
- Performs financial and policy analysis for all aspects of the Department for Medicaid Services (DMS) Federal and State budget. Prepares projection of expenditures and revenues to inform leadership of the federal spending rate and availability of state matching funds.
- Administers federal grant funding requests and reporting, oversees fund-matching and federal reporting.
- Prepares federal amendment request to make changes to the grant agreement based on budget analysis.
- Submits federal reports to the federal agencies according to reporting requirements.
- Defines and analyzes Federal Matching Percentages (FMAP) and assist in preparing, implementing, analyzing, evaluating and monitoring of the state and federal budget; participates and assist in all biennium budget activities, project the federal, general and restricted funds needed; reviews and recommends budget revision requests.
- Provides comprehensive analysis of financial policy and budget issues and make recommendations to management regarding cash flow and funding as it relates to the department's cash funds that support the restricted funds budget.
- Determines if programs are utilizing resources in an effective manner.
- Continuously monitors and analyzes spending to ensure compliance with federal and state guidelines.
- Analyzes enacted and proposed legislation, state and federal regulations, and grant requirements to ensure accuracy of fiscal impacts developed.
- Determines compatibility of proposed activities with federal and state guidelines and ensure all federal grant requirements are met as required.
- Works with providers and partners to develop fiscal impacts of policy changes.
- Represents agency and meet with state and federal entities, discuss budget issues by researching, analyzing and preparing responses to audits, questionnaires and data request.
- Attends meetings and develops close working relationships with federal and state officials.
- The selected candidate should be comfortable using Microsoft Office products with an emphasis on Excel, have excellent written and verbal communication skills and have the drive to meet the needs of those we serve.
- Preferred skills: Experience working in the Medicaid Management Information System (MMIS) or EMARS
- Demonstrate the ability to handle multiple projects.
