The Kentucky Department for Community Based Services (DCBS) is a multi-faceted agency that provides services and programs to enhance the self-sufficiency of families; improve safety and permanency for children and vulnerable adults; and engage families and community partners in a collaborative decision-making process.
DCBS seeks a Policy and Research Consultant that performs highly complex and extensive research and analysis of policy issues for the Department for Community Based Services (DCBS) using advanced research techniques related to strategic planning with cross-Cabinet strategic collaboration. This position also participates in the evaluation and development of major practices and policies.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree in engineering, social work, public administration, public relations, accounting, education, business administration, public health, public health administration, biology, epidemiology, health care administration, psychology, sociology, anthropology, or a related field.
EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in the development, research, planning, or analysis of public utility policy issues, Cabinet for Health and Family Services policy issues, or human services policy and/or research and data analysis to include health departments or other related organizations.
Substitute EDUCATION for EXPERIENCE: A master's degree or doctorate (JD, PhD, MD/DO) will substitute for the required experience on a year-for- year basis.
Substitute EXPERIENCE for EDUCATION: Additional professional experience in the above areas will substitute for the bachelor's degree on a year- for-year basis.

Responsibilities Include, But Are Not Limited To
- Performs highly complex and extensive research and analysis of policy issues for DCBS using advanced research techniques. Participates in the evaluation and development of major practices and policies; collaborates with executives and managers to develop and refine agency strategic planning, ensuring alignment with the Cabinet and other agency priorities.
- Performs highly complex research, policy planning, and analysis to address and identify opportunities for cross-Cabinet strategic collaboration; utilizes research, data, and other resources to establish operational policy to streamline processes and reduce duplication of work across agencies.
- Recommends adjustments and modifications as needed; monitors ongoing projects for alignment across the cabinet and department.
- Develops Key Performance Indicators to keep track of the effectiveness of strategies; effectuates changes when necessary across the Cabinet and Department.
- Plans, organizes, participates, and makes presentations to officials, stake holders, local and national partner agencies, and other entities.
- Collaborates with data experts to analyze trends, assess current situations, and formulate plans to reach future goals.
