Description
Kentucky Public Pensions Authority (KPPA) is currently seeking a Policy Specialist for the Division of Non-Advocacy with the Office of Legal Services. Located in Frankfort, Kentucky, KPPA is responsible for the dailyadministration of three state administered retirement systems with nearly $25 billion in combined assets.These systems have a membership of approximately 433,000 state and local government employees in theCommonwealth of Kentucky, including state employees, state police officers, city and county employees, as wellas non-teaching staff of local school boards and regional universities.
This position reviews and coordinates regulations for all agency programs and policies; coordinates thedevelopment of legislation; serves as the liaison between the agency and Legislative Research Commission; andperforms other duties as required.

Key Responsibilities :
- Drafts, reviews, and edits new and existing administrative regulations at the direction of attorney staff.
- Coordinates with agency staff to update existing forms and create new forms incorporated by administrative regulation.
- Monitors proposed legislation for potential changes to the agency's administrative regulations and board policies.
- Maintains database of housekeeping bill items and coordinates legislative needs with agency leadership.
- Serves as a primary liaison between agency and the Legislative Research Commission staff.
- Provides testimony to Administrative Regulations Review Subcommittee as needed.
- Coordinates review of new and existing administrative regulations by agency staff.
- Prepares Memoranda regarding administrative regulations and board policies for board and committee meetings and presents the proposed regulations to the relevant Boards and Committees.
- Ensures that documents pertaining to administrative regulations are timely filed with Regulations Compiler.

Minimum Requirements
EDUCATION : Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS : Four years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.
Substitute EDUCATION for EXPERIENCE : NONE
Substitute EXPERIENCE for EDUCATION : Professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field will substitute for the required education on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.) : NONE

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
