Description
The Department for Public Health, Division of Maternal and Child Health, oversees a dynamic Women, Infant, and Children’s (WIC) Nutritional Program that supports mothers and children's nutritional health and well-being in the Commonwealth. This position provides technical assistance to local agencies, interpreting program policy and procedures; assists with the nutrition program manual; and performs research and analyzes the impact of new federal and state laws and regulations on the automated WIC system.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
The Cabinet for Health and Family Services (CHFS) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the U.S. CHFS will only use E-Verify once you have accepted a job offer and completed the Form I-9.

Key Job Responsibilities
- Provides technical assistance by phone, email, or in person to WIC participants, state staff, and local agencies, and others in the interpretation of program policy and procedures regarding the complex WIC Program, the Management Information System (MIS) and Electronic Benefits Transfer (EBT) Systems.
- Researches issues in response to inquiries and assists in preparing oral or written responses on policy, WIC Certification eligibility documentation, WIC benefit issuance and replacements, and other WIC MIS and EBT system issues, as appropriate.
- Performs research and analyzes impact of new federal and state laws and regulations to the WIC MIS and EBT systems.
- Reviews records and reports for compliance with regulatory and policy standards.
- Assists in the development and implementation of new, different, and innovative approaches to solving system problems.
- Recommends policy and procedural modifications.
- Provides assistance for user access, set-up and operation of the WIC MIS and EBT systems.
- Runs, reviews, and monitors system reports and communicates with state staff and local health department staff as needed.
- Ability to multitask while maintaining quality standards.
- Attention to detail, organization, time management, analytical thinking, active listening and observation skills are necessary.
- Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in various settings.
- Excellent verbal and written communication skills.
- Proficiency with use of computers, tablets, smart phones for daily tasks.
