This opportunity is for a Program Supervisor to provide supervision and management of a Supports Coordination Organization (SCO) Program. The SCO Program provides case management and advocacy for individuals with intellectual disabilities who are in services. The Supervisor oversees the program, ensuring that regulations are followed, supervising staff, and monitoring program services.

DESCRIPTION OF WORK

This position supervises and manages the Supports Coordination Organization (SCO) program. Duties include:

  • Prepare for and conduct weekly departmental meetings.
  • Review all submitted Individual Service Plans (ISP) for accuracy prior to forwarding to the Administrative Entity (AE).
  • Provide direct supervision and management of Bedford-Somerset Supports Coordinators (SC's) on a daily basis.
  • Assist staff with the completion of all documentation and reviews for thoroughness.
  • Ensure that services are provided in accordance with agency objective, rules, state regulations, policies and procedures along with social service and case management principles and practices.
  • Train new staff on program and agency policies and procedures.
  • Interpret and clarify current and new regulations, policies and procedures to staff.
  • Provide support and technical assistance with the Home and Community Services Information System (HCSIS) and the Electronic Incident Management (EIM) system.
  • Responsible for supporting all aspects of Incident Management.
  • Coordinate the dissemination and review of information from Office of Developmental Programs (ODP), for example bulletins, informational communications, waiver requirements, etc. to all concerned individuals.
  • Screen and review all new referrals received from the AE/County DS Program Intake Department and assign to a Supports Coordinator.
  • Review case records to analyze the quality of services rendered.
  • Communicate productivity standards to staff.
  • Monitor a variety of reports related to ISP unit utilization, Prioritization of Urgency of Need for Services (PUNS), SC productivity, etc. and work with the SCs to make necessary changes when required.
  • Assure quality of continuity of care for participants through a comprehensive advocacy program.
  • Maintain a small caseload.
  • Assist with projecting program/private provider needs, making recommendation for expansion of programming or changes to existing programming, to provide quality consumer care.
  • Develop program policies and procedures and prepare correspondence and reports.
  • Recruit, interview, select and employ all required personnel within the SCO.
  • Complete employee performance reviews and review staff's job descriptions for accuracy.
  • Perform other related duties as required.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. On occasion, management staff may need to work hours outside of the set work week to complete projects, meet work demands or in the event of an emergency.
  • This position reports to the DBHS Office for work. Upon hire, new staff begin training and are on probation for 6 months. New staff may be eligible for a hybrid of on-site and remote work after 3 months of employment.
  • Effective 1/1/025, salary increases to $42,047.00.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional experience in public or private social work and a bachelor's degree with major course work in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or
  • Any equivalent combination of experience and education which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.
  • This position falls under the provisions of the Older Adult Protective Services Act.
    • Under the Act, a conditional offer of employment will require submission and approval of satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
