- DESCRIPTION OF WORK
As a Fiscal Management Specialist 2, you will be responsible for the day-to-day activities necessary to manage federal appropriations such as the State Opioid Response (SOR) Grants and Subsidies (71084), and SOR Administration (71099). This includes, but is not limited to, preparation of weekly expenditure reports; fund analysis reports; budget, expenditure, and revenue adjustments; and liquidation of commitments. Duties also include analyzing reports for adherence to federal grant requirements and providing recommendations as needed.
Within this role, you will provide assistance in the preparation of spending plans, salary projections, and grant analysis for assigned federal appropriations during the state budget and re-budget process, as well as the budget hearing packages for submission. You will assist in preparation of the Request for Approval of Federal Funds (RAFFs) for submission to the Governor's Budget Office.
This professional also reviews Funding Opportunity Announcements (FOA) issued by the Substance Abuse and Mental Health Services Administration (SAMHSA) to ensure federal grant applications are in compliance with the federal guidelines. In addition, you will prepare all fiscal documents associated with SOR applications, Request for Additional Materials (RAM), progress reports, and post-award amendments for administrative approval. Post-award amendments include budget revisions, carryover requests, change in scope, change in key personnel, no-cost extension requests, and organizational changes.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) full-time, however you will be required to report to the office one day per month and for special events as necessary. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

- REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as a Fiscal Management Specialist 1; or
- One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
- An equivalent combination of experience and training.
