This position gives you the opportunity to showcase your unique skillset as you perform highly complex budgetary work involving multiple and varied appropriations, allocations, allotments, spending plans, augmentations in all funding sources, commitment items, and expenditures in the development, monitoring, and analytics of all funds within the department, both federal and state. As a Fiscal Management Specialist 3, you will be tasked with coordinating, supporting, and meeting with program managers, directors, and administrative personnel to follow-up on complex fiscal transactions that need completed; providing updates to the spending plans and Act 146 waiver spending plans; and discussing future plans regarding fiscal management. Work involves consultative services on complex spending plans for the fiscal year to agency program areas. You will have the opportunity to conduct periodic conferences with bureau and office personnel to review updates to spending plans and make recommendations regarding expenditure patterns. Work includes performing complex accounting transactions as well as complex budgetary analysis. Additional responsibilities include:

  • Performing complex financial analysis and developing related reports
  • Preparing complex funds distribution and funds amendments by electronic submission 
  • Reviewing, analyzing, and fiscally approving complex budgets and procurements

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report in-office one day per month, on the second Wednesday of each month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 2; or
  • Two years of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
