This position operates under the general oversight of the Grants, Statistical Development, and Compliance Supervisor, and is pivotal in supporting the daily management of grant programs and the development of statistical data. The selected candidate will play a crucial role in the procurement, evaluation, analysis, and administration of various grants and initiatives, including those from Federal and State sources, as well as discretionary funds, specifically for the Apprenticeship and Training Office and the Department of Labor & Industry. In this role, responsibilities will encompass the preparation and presentation of reports and statistical analyses regarding apprenticeship and training initiatives to a diverse array of stakeholders, including state agencies, councils, labor unions, trade associations, joint labor-management groups, educational institutions, high school classes, and civic organizations. The position also involves coordinating and providing technical support in collaboration with partners such as the Comptroller's Office, OIT, Fiscal Agents, grantees, and vendors, ensuring a fully integrated and seamless delivery of grants and contracts to recipients under the Registered Apprenticeship system and various state and federal programs, thereby facilitating the effective administration of grants, monitoring, and reporting of program outcomes in accordance with applicable laws.


Additionally, the role includes contributing to the formulation of policies and procedures aimed at optimizing the use of federal and state funds to implement workforce development programs throughout the Commonwealth. It requires coordinating activities with the apprenticeship database (RAPIDS) and the CWDS systems to showcase best practices in fostering a knowledge and information exchange that integrates registered apprenticeship as a vital workforce development service. Serving as the grant lead for the Office, and under the guidance of the Grants, Statistical Development, and Compliance Supervisor, the individual will assist in coordinating with the Bureau of Workforce Development Administration (BWDA) on all grant-related activities, which includes streamlining the grant administration process, ensuring adherence to grant regulations, managing timelines and deliverables, preparing and overseeing budgets, researching funding opportunities, reviewing grant proposals, educating staff on policies and grant requirements, maintaining grant databases, assessing funding needs, designing grant programs, and drafting grant proposals, modifications, and reports.


Furthermore, the position supports the coordination of ATO statistical data development and grant management data in collaboration with the Center for Workforce Information & Analysis (CWIA) and assists the Data Specialist team with various tasks.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time.  In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.  If you are unable to telework, you will have the option to report to the closest PA CareerLink office (location dependent on that of selected candidate).

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Workforce Development Analyst 1; or
  • Two years of experience in performing technical work in a workforce development program, and a bachelor’s degree; or
  • An equivalent combination of experience and training.
