DESCRIPTION OF WORK
In this role, you will enhance community resilience by linking communities with voluntary and non-governmental organizations (NGO) throughout all phases of disaster management. This position oversees the NGO Voluntary Organizations Active in Disasters (VOAD) program, ensuring that both the state and local communities are equipped with the necessary support and resources for swift recovery and rebuilding. Your main responsibilities include coordinating non-governmental services, managing voluntary agency resources, and facilitating volunteer efforts and donations. The aim is to empower communities to take charge of their recovery processes while establishing robust systems for future emergency responses.
The program's strategy focuses on strengthening the capabilities of NGOs and PA VOAD through effective management of grants, spending plans, and strategic initiatives. It involves the creation of a state Voluntary Agency Liaison (VAL) playbook to clarify coordination roles and set performance metrics that enhance community resilience. As a representative of PEMA, you will promote collaboration with recovery groups, VOADs, and Community Organizations Active in Disasters, while also overseeing statewide volunteer and donation policies. This includes managing donation tracking, the VALOR program, and advocating for Community Emergency Response Teams to bolster local emergency response efforts. You will serve as the VAL during response and recovery operations, coordinating voluntary agency activities, managing state-level donations, and developing data-driven tracking systems to improve situational awareness and inform future planning.

Work Schedule and Additional Information :
- Full-time employment
- Work hours are 8 : 00 AM to 4 : 00 PM, Monday - Friday, with a 30-minute lunch.
- In the event of an emergency / disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
- Free on-site parking is available.
- Telework : You may have the opportunity to work from home (telework) part-time upon successful completion of a training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary : Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $75,678.00 (before taxes).
