THE POSITION

The Department of Revenue is on the lookout for a Tax Account Collections Technician with an extensive working knowledge of Pennsylvania tax laws, rules, and regulations. This position gives you the opportunity to unlock the next chapter of your career by utilizing your experience reviewing and making corrections to Board of Appeals and Chief Counsel decisions as well as collection and delinquent individual taxes. DESCRIPTION OF WORK

As a Tax Account Collections Technician, you will be tasked with performing a comprehensive review of the most complex individual tax accounts for adherence to Pennsylvania tax laws, regulations, policies, and procedures. Work includes completing corrections of individual taxes; reviewing tax write-off and compromise requests; as well as initiating and preparing estimated tax payment refunds and manual interest refunds. Communication skills are essential as you will be explaining estimated underpayment penalty assessment notice and department calculations to taxpayers and/or their representatives. Additional responsibilities include:

  • Requesting filing of liens to protect commonwealth's interest
  • Determining individual tax liabilities and computing penalty and interest
  • Invalidating check payments and assessing return check fees
  • Reviewing, calculating, and adjusting accounts based on closed decision and orders
  • Preparing and submitting production reports for work completed that cannot be logged by computer system

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time, with the exception of in-office training for 6 months. Upon successful completion of training, you will then be required to report in-office one day per month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $44,890.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of experience reviewing tax documents and applying tax laws and rules and regulations and making taxpayer liability decisions; or
  • Three years of experience in the collection of taxes; or
  • Three year of experience in the provision of taxpayer assistance which involves the explanation of the application of tax laws, rules, regulations, policies and procedures; or
  • Any combination of experience and training which provides the applicant with the required knowledges, skills and abilities.

Legal Requirements:

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
