Position Summary Information
Position Purpose
This position will ensure compliance with the Pennsylvania State Grant program and other special programs administered by PHEAA. Additionally, the position will serve as School Certifying Official (SCO) while providing direct support to Veterans and their dependents at the Lock Haven campus. The position is vital to ensure compliance in these areas.
Description of Duties
- Provide excellent customer service on a daily basis. This includes in-person appointments, phone calls, and returning emails.
- Utilizes computer systems to navigate through department systems, the Internet, e-mail, and various software programs such as Enrollment Manager (VA system), PHEAA/State Grant portal and Banner.
- Represent the Office of Financial Aid at on and off-campus recruitment and financial aid events/workshops (may include occasional weekend events).
- Coordinates all facets of the Pennsylvania State Grant program & other special programs administered by the Pennsylvania Higher Education Assistance Agency (PHEAA) for all Commonwealth University locations. This includes processing, reconciling, and ensuring compliance with the following programs: PA State Grant, Ready to Succeed Scholarship (RTSS), EAP, MFEP, FosterEd, Active Volunteer, Grow PA, Chafee ETG, PEGP, PATH, and BDBG. This position must also be available for program reviews with PHEAA.
- Assists customers with completing paperwork related to Veteran benefits, PA State Grant, and special programs.
- Accesses, reviews, and navigates through the Universities records systems to review and verify account information, and verifies arithmetic entries on forms and related documents.
- Reviews alleged account discrepancies, corrects errors, and adjusts accounts as appropriate. Performs arithmetic calculations including the calculation of award changes for current or prior years.
- Reviews applicable laws, rules, regulations, and policies and consults with other departmental, Commonwealth, federal or other available sources in order to respond to inquiries and provide complete and accurate information.
- Provides the status of financial aid, enrollment or student account related requests
- Serve as School Certifying Official (SCO) of Commonwealth University – Lock Haven while providing direct assistance and guidance to Veterans and their dependents at the Lock Haven campus. This position is also responsible for compliance surveys with the Department of Veterans Affairs.
- Provide support to Veterans and dependents on how to complete forms, answers questions about program eligibility.
- Verifies benefits for veterans and their dependents.
- Utilize Enrollment Manager (VA Portal) to verify student enrollment, report the number of credits a veteran student or dependent is enrolled in.
- Maintain title and responsibility of being the SCO via continuous training provided through the Department of Veterans Affairs Online Training Portal.
- Other duties as assigned.
Decision Making
The person in this role will have the autonomy to do their job while following policies and procedures for both PHEAA and the VA. This is a highly specialized job which requires the person in this role to have firm understanding of these policies and procedures. Staying up-to-date on changing policies and taking advantage of training opportunities is critical for this position.
Fiscal Responsibility
The individual in this position will be responsible for reconciling budgets associated with the PA State Grant and special programs. This individual will initiate timely return of funds to PHEAA in the event of grant cancelations or overpayment. The individual will do the same for funds received by the VA. No management of departmental budget.
Supervisory Responsibility
This position will supervise work study students.
Minimum Requirements Profile
Three (3) years of experience in the delivery of technical services and assistance to customers that involved the application of specific laws, rules, regulations, and procedures, and which included or was supplemented by one (1) year of direct public contact work;
OR
An Associate degree and one (1) year of experience in the delivery of technical services and assistance to customers or customers that involved the application of established laws, rules, regulations, and procedures, and which included or was supplemented by one (1) year of direct public contact work;
OR
An equivalent combination of experience and training.
Preferred Qualifications
Experience working with Banner student information system is preferred.

- Ability to establish positive and effective working relationships with customers, their representatives, members of the University Community and their staff, federal, state and other agencies and the public.

Background Clearances
